Delhi Govt to upgrade 650 schools

New Delhi: Upgradation of existing schools in Delhi and providing formal education to school dropouts of migrant labourers working in the capital will be the key agenda of Mr. Arvinder Singh Lovely, the newly-appointed Education Minister of Delhi.

Speaking on his plans, Mr. Lovely said, "In my second turn, now, as the Education Minister, I am trying to make all the existing schools better in terms of infrastructural facilities."

"Out of the total 1,162 schools operating in morning and evening shifts, we would be taking a total of about 650 premises for up-gradation," Mr. Lovely added.

The upgradation work, ranging from minor repairs to new constructions with an investment of Rs.200 crores, is already underway in East Delhi, North-East Delhi and North-West Delhi.

The Delhi State Industrial & Infrastructure Development Corporation and the Public Works Department have been engaged by the Directorate of Education (DoE) to upgrade and improve the existing infrastructure of schools.

Under the project, additional rooms are being constructed, hazardous constructions being demolished, and provisions of fire safety, double doors in each class, fire alarms and wide school gates are being made.

Also, drinking water facilities are being created, electrical systems being refurbished, classrooms being provided green boards, effective ventilation and lights are being painted in bright colours. The toilet facilities and playgrounds are also being improved.

"We have 1,162 government schools, 350 government-aided schools, about 1,500 public schools, nearly 2,000 primary schools and a number of Kendriya Vidyalayas and Navodaya Vidyalayas. There is no child who goes without admission in Delhi," further said Mr. Lovely.

With the children of migrant labourers still forming a big chunk of those out-of-schools, Mr. Lovely said that they have been provided help and funds from non-government organizations to make formal education easy.

AICTE permits second shifts at engineering colleges

New Delhi: With an aim to make technical education more accessible, the All India Council for Technical Education (AICTE) has allowed engineering colleges across the country to start second shifts from the forthcoming academic session.

The institutes offering technical education have been asked to submit applications for launching the second shifts and offering courses accordingly.

"This will lead to an increase in the intake of students of the existing institutes. As a result, more students will get engineering education," said a senior HRD Ministry official.

As per the guidelines prepared by AICTE, co-educational institutions having four years of standing and women institutes having three years of standing will be allowed to start the second shifts.

Co-educational institutions in the states, in which the number of seats available in engineering institutions per lakh population is less than the all India average, are permitted to run second shifts.

An official release from AICTE said, “There has been phenomenal growth of technical institutions during the past three decades, which has however resulted in a regional imbalance in the technical education system in the Country. In order to overcome the regional imbalance, it may be necessary to permit second shift in an existing engineering college in those states where the number of seats available in engineering colleges per lakh of population is less than all India average without additional investment and also to utilize the existing resources in optimal manner and to minimize the cost of education”.

These states include Assam, Bihar, Orissa, Delhi, Rajasthan, Gujarat, Madhya Pradesh, Uttar Pradesh and West Bengal.

"But women institutes from any part of the country can start such shifts," the official added.

Engineering colleges starting second shifts will have to follow a number of guidelines as laid down by the AICTE. Some of these include:

1. The second shift timing should be from 2:00 pm to 8:30 pm while the first shift from 7:00 am to 1:30 pm.

2. The intake in the second shift should be allowed within the range of 120-240.

3. No additional land or built-up area is required to be added for the second shift.

4. Libraries should be provided with 20 percent more books and journals and library timing should be extended to facilitate second shift students.

5. At least 50 percent additional permanent faculty should be appointed for the second shift and 25 percent visiting faculty should be engaged and remaining 25 percent faculty may be utilized from the existing faculty. The existing faculty may be paid 50 percent of Basic Pay + DA for the additional work.

6. At least 50 percent additional staff should be appointed for second shift and 50 percent existing staff of the first shift may be utilized. The existing staff may be paid 50 percent of Basic Pay + DA for the additional work.

There are currently 1700 engineering institutions in India which produce around five lakh graduates every year. This figure is expected to go up considerably with the AICTE permitting second shifts in colleges

Nine-year-old solves tough maths in seconds

Anand (Gujarat): Ask her to do complicated additions, subtractions or multiplications and the answer springs to nine-year-old Payal Merja's lips almost instantly. She is the girl who won an all-Gujarat arithmetic contest this month.

It is an arresting experience to see Payal, her eyes blinking, her fingers tapping, as she uncovers solutions at lightning speed. She studies in Class 5 at Bavis Gam Vidyalaya, Vallabh Vidyanagar, three kilometres from here.

"When my brother Joy secured 99 percent marks in maths in Class 12, I too felt I can do better," Payal told sources..

Ramesh Merja, her father and deputy collector of Kheda district, said: "Payal has been a prodigy from the beginning. In Class 1 and 2, she scored 100 percent while in Class 3 and 4, she scored 99 percent."

In the All Gujarat Abacus and Mental Arithmetic Contest-2008, held in Vadodara Dec 14, more than 4,500 students took part. But it was Payal who bagged the Champions Trophy.

"For her success I feel credit should go to Vedic maths and the abacus. Payal was very fond of the abacus and she did a lot of maths on it when she was younger," Ramesh Merja said.

Payal made her tryst with Vedic maths two years ago. And with perseverance, hard work and determination she has cultivated both the right and left parts of her brain to work simultaneously, her father said.

She recently solved 200 sums in just eight minutes and still she had 50 seconds to spare when she had finished the exam papers. All the sums were solved correctly, he said.

Not for nothing is she hailed as another Shakuntala Devi in the making, after the woman who never ceased to amaze with her calculating speed.

"It is her concentration that is key to her success. She believes she can do it. It is the ease with which she accepts a challenge that helps her scale new highs," Ramesh Merja said.

But maths is not the only thing she does.

"My daughter learns bharatanatyam. She loves skating, music and drawing. In leisure, she reads the autobiographies of great world leaders."

Both the parents have ensured that the girl's mathematical talent does not go waste.
"I and my wife Rekhaben have been careful about her grooming," said Ramesh Merja.

"No doubt she is gifted by birth. But after I admitted her to a Universal Concept of Mental Arithmetic System (UCMAS) school six months ago, there was a dramatic improvement."

In the All India UCMAS competitions, Payal holds the distinction of being runners up.

I was very good (in mathematics) from the beginning and the USMAS helped me do still better," said Payal.

Her proud father added: "The UCMAS training has indeed sharpened her even as she has a natural inclination for science and maths."

Rekhaben said: "Talent is god's gift. All children are blessed equally. But what is required is its application and positive attitude which differs from person to person."

"To lead a creative life we must abandon the fear of going wrong. Failure is part of life and should not be seen as a deterrent. Of course, coupled with good moral values, any child can do better."

Acquaintances also swear by her skills. "She is very intelligent and is thorough in whatever she does," said her neighbour Aravindra Suthar. IANS

IT recruiters turn their back against IITs

Mumbai: Students of Masters of Technology (M Tech) at the Indian Institutes of Technology (IITs) have been hit hard by the IT firms' decision to hire fewer students this year.

According to the IITs, only 25- 40 percent of the M Tech students have been placed so far compared to 90 percent placements last year, even with IT firms being the largest employers of M Tech students, reported Business Standard.

The IITs are beseeching students to take up higher studies or join start-ups. Some are also considering extending the placement period, which began in the first week of December, to April 2009.

"We have around 450 M Tech students of which only 20 percent have been placed so far. A few IT companies declined to visit the campus given the current financial meltdown," said P K Jain, Placement Director, IIT, Roorkee.

Wipro Technologies, which used to recruit around 50 students on an average from IIT Roorkee, has declined to visit the campus this year. The institute is in talks with Patni Computer Systems and Satyam Computer Services for campus visit.

Meanwhile, Tata Consultancy Services (TCS) has hired only 13 students against 36 last year and Infosys Technologies only four against seven last year. International Business Machines Corporation (IBM) also lowered recruiting, hiring just nine students this year against 12 students last year.

"We are facing problems placing M Tech students. Big IT firms that used to frequent our campus have not shown up," said an official. The institute has registered around 30 percent placements for its M Tech students and 80 per cent for B Tech students. IANS

Manipal University to launch courses in alternative medicines

Manipal: Alternative medicines such as Ayurveda, Yoga and Naturopathy, Unani, Siddha and Homoeopathy will soon be part of the curriculum of Manipal University.

This was announced by H.S. Ballal, Pro-Chancellor of the varsity on Monday during the inaugural session of a two-day national workshop "Ayurvision - 2008" focusing on "Recent advances in Amavata" (rheumatologic diseases). The workshop was organized by the Kasturba Medical College and Hospital.

Ayurveda has bright prospects. The biggest factor that favours Ayurvedic medicines is that they do not have toxic effects. But, a lot of work needs to be done to bring in standardization of Ayurvedic medicines.

Some herbs were being used in Allopathic medicines also. Ayurveda was popular in the western countries and a lot of research on it was being done there.

"An agreement has been signed between the Himalaya Drug Company and the Manipal Life Science Centre, a constituent of Manipal University. The varsity wants to develop Ayurvedic medicines on a scientific basis," added Prof. Ballal.

The gathering at the inaugural session was welcomed by Shakuntala Pai, Associate Dean of Kasturba Medical College (KMC).

Dean of KMC-International Centre Poornima Baliga, Head of the Department of Ayurveda M.S. Kamath, and organising secretary of the conference Basavaraj were also present on the occasion.

Scientist Mani Bhaumik to release children's book on Wednesday

New Delhi: Leading physicist and international best-selling author Mani Bhaumik will unveil his first children's book "The Cosmic Detective" in Kolkata on Wednesday.

Billed as one of the biggest children's titles by Penguin in 2009, which has been designated as the International Year of Astronomy, the book will be launched by West Bengal Chief Minister Buddhadeb Bhattacharjee.

According to a communiqué issued by Penguin India here, the author's first book "Code Name God" tried to explain spirituality through science.

Bhaumik in his new book will try to address his readers as cosmic detectives to find solutions to questions that have puzzled space scientists for ages.

The book, said the publishing house, was meant to draw young minds to the mysteries of space by weaving facts with a whodunit twist.

It addresses questions like "How and when did the universe begin? What are stars made of? How far away are the most distant galaxies? What is a quasar?" It also sheds light about nebulae and black holes, navigate galaxies and the enormous expanses beyond; dive into the heart of neutron stars and walk on distant planets.

Bhaumik, in his trademark approach to cosmology, also tries explain the mysteries of space in the broader context of our own existence in the universe.

"When we explore cosmos, we explore ourselves," Bhaumik said.

The book, a Puffin title, is priced at Rs.199. It will be launched in a multi-city tour of Kolkata, Bangalore and Chennai.

'India's home-grown technology is world class' - ISRO Chief

Mysore: Delivering a lecture on India's achievements in Space Technology at the Institution of Engineers (Mysore) recently, Chairman of the Indian Space Research Organization (ISRO), G. Madhavan Nair, said that the successful Chandrayaan mission has proved that India's home-grown technology is world-class.

"Investment in space technology has paid rich dividends to the country and ISRO has succeeded in taking its benefits from the confines of the laboratory, to the society at large", Nair said.

"It is not possible for us to adopt technologies evolved by developed nations as it would not serve India's purpose because 70 percent of the people of India live in rural areas and it calls for addressing technological issues from the local angle," he added.

The lecture was a part of the Technical Lecture Series, organized by the Institution of Engineers at Mysore on December 28.

The ISRO Chief offered his heartiest thanks to the people of India and the Government for the support extended in the successful Chandrayaan Mission.

"The Chandrayaan mission was accomplished in four years from the time of project conception. This is remarkable for a maiden mission", Nair said.

Institution of Engineers Chairman C.N. Babu, Secretary C.S. Rajashekargowda, former Chairman K.N. Subba Rao and others were also present during the lecture.

Chandrayaan's moon impact photos to be released soon

New Delhi: It is a set of pictures that is among the most anticipated in India - around 3,200 frames tracking the descent of the first-ever Indian-built device to the moon's surface.

But the Indian public may have to wait for some more time to take a peek at that journey.

The images were taken by the 35-kg Moon Impact Probe (MIP) as it hurtled down for nearly 25 minutes after detaching from India's maiden lunar probe Chandrayaan-I and landed on the lunar surface at 8.31 p.m. Nov 14.

That day, the Indian Space Research Organisation (ISRO) had released two photos of the pockmarked surface taken from MIP. Nothing after that.

According to a key Chandrayaan scientist, it is now a matter of waiting a bit more - though he still could not specify the date.

"While we have released some sample images already, the full set of 3,200 pictures will also be made public after some more time," A.S. Kiran Kumar, deputy director, sensor development area in ISRO's Ahmedabad-based Space Applications Centre, told sources.

Kumar headed the team which built the Terrain Mapping Camera (TMC), one of India's key payloads on Chandrayaan.

The pictures are currently being analysed at ISRO's Physical Research Laboratory. "We could be releasing it in a couple of months," Kumar said, adding that the last photograph on the set was from a height of two to three kilometres from the surface.

One of the several activities involved in getting the pictures ready for public release is to identify the surface features. "Since the pictures are of very high resolution, the features are not listed on any current moon atlas," he said.

The TMC has meanwhile been mapping the South Pole at a resolution of five metres, through lens capable of capturing images at three angles simultaneously.

Recently, China unveiled a three-dimensional map of the lunar surface with data from its Chang'e-1 mission, while Japan has been frequently releasing imagery from its lunar orbiter, Kaguya, including that of the landing site of the Apollo 17 spacecraft.

But, Kumar insisted, photographs collected by the Indian orbiter would be better due to higher resolution and lower orbit height at 100 km.

"The Chinese camera is three-dimensional but only has a resolution of 200 metres compared to our five-metre resolution. The Japanese one has 10-metre resolution, but they have only stereo doublet - we have a stereo triplet," he said.

By stereo triplet, the senior ISRO scientist referred to TMC's capability to take images from three angles - frontal, nadir and rear views. "The advantage is that no portion (of the surface) will be blocked. Occlusion will not be a problem," he said.

In optics, 'occlusion' refers to the method in which a close object masks or covers an object that is further away.

While Chandrayaan goes around the moon approximately 12 times each day - the camera is operational for two to three orbits.

"We have to balance every activity on the satellite, take note of the operating condition and find the optimal time to transmit to the ground station," Kumar said.

The time slot also gets limited as the camera has to factor in the solar illumination angle, which changes with the orbit of the moon. The scientists have decided to limit the solar angle to 30 degrees on both sides of the equator to take consistently well-lit images.

During the 20-minute photographing in each orbit, TMC captures images over an area 1,700 km long and 20 km wide, which translates into 1.4 km per second.

"Every second of data recorded takes about two and a half seconds to be transmitted to the ground station," said Kumar. The latest photograph released is of a lunar impact crater on the far side of the moon.

The senior ISRO scientist said several images have also been provided to academic institutions for analyses.

NASA's Moon Mineralogy Mapper payload team has also sought information from TMC. "They are interested in particularly looking at the terrain data," Kumar added. IANS

UGC Committee for enhanced student mobility

New Delhi: If the University Grants Commission (UGC) has its way, students across the country will soon be able to pursue courses in segments in the institute of their choice.

The 'credit accumulation and transfer' recommendation of the UGC Committee says that students be allowed to pursue courses in segments in Universities as preferred by them.

Other recommendations made by the UGC Committee include semester system and taking feedback about teachers' performance from students.

Prof. Sukhadeo Thorat, Chairman, UGC said, "All these suggestions made by the committee are being examined by us as the committee has recommended a number of academic and administrative reforms to be followed by the universities."

The Committee has recommended that each academic programme should have certain credits, and students can complete a part of the programme in a specific university and accumulate certain credits from there. The rest of the course can be pursued from another university to complete the course.

"This will facilitate students' mobility at national and international level also. For this, the institutions should have a credit transfer system and an agreement for students' exchange," added Thorat.

As per the system, a student can also do a course in parts in various departments within an institute.

Over 9,000 students take part in cultural meet

Thiruvananthapuram: The Kerala School Kalotsavam, a mega cultural meet, is all set to enter the Guinness Book of Records as nearly 9,000 students are taking part in over 215 events.

Students, studying in Class 8-12 at government schools, are participating in the 49th edition of the festival, which closes on Monday.

The week-long event included competitions ranging from solo song to group dances staged in 16 different festival venues. Over 17 venues were booked for accommodating the children.

Also, a Central Stadium has been turned into a dining hall and kitchen to serve food to students and teachers. Another hall at the Central High School will also fulfil the same purpose.

"I have been told that nowhere else does an event to this dimension takes place. The organisers did ask me about informing the Guinness. I said they are free to do that, but I told them that I want the event to go off in utmost discipline and without any issues," State Education Minister M.A. Baby told sources.

He said his immediate priority is to see that the event passes off smoothly.

Over the years, this is an event where complaints about facilities and the judging committee have assumed alarming proportions.

"I am more worried about such things and I have ensured that the participating students are given the correct ambience and the proper atmosphere to display their best at the various events," said Baby.

This festival was first staged in 1956 when 200 students participated. IANS

Further on IGNOU's agenda are community colleges through virtual campus, which will be an extension of university's community radio movement.

"IGNOU will soon start 400 new community colleges to add to the existing 200, which are fast catching up with the information communication technology (ICT) movement," IGNOU spokesperson Ravi Mohan said in a press release.

"IGNOU has taken ICT and satellite capability to effectively disseminate the open and distance learning. The latest in ICTs is the exploitation of the outreach of mobile phones through broadband," Mohan added. IANS

Overseas Muslims' forum honours Muslim students in India

Agra: The American Federation of Muslims of Indian Origin (AFMI) has honoured 77 Muslim students from across the country for educational excellence in Class 10 and 12 examinations as part of its mission to boost education among the minority community.

The students, from 18 states, were awarded gold, silver and bronze medals at the annual convention of the federation by Haryana Governor A.R. Kidwai late on Saturday evening. The AFMI is a north America-based grassroots organisation to advance the cause of Muslims and other underprivileged masses in India.

"Seventeen years ago, we had a dream to see an educated, thriving and a prosperous Indian Muslim community. We feel the community's salvation lies in education. It was, therefore, decided that our major activity will be in the field of education. We will not rest until we have attained 100 percent literacy levels," AFMI president Ali Quraishi said at the function.

He said in order to achieve 100 percent literacy, the federation is supporting primary schools from across the state. AFMI has built schools and computer centres in Maharashtra, Karnataka, Gujarat and Madhya Pradesh.

Chairman Zulfiqar Hussain said the scourge of illiteracy has to be fought at all levels to root out poverty among Muslims.

"Instead of being a liability, they can become a partner for the development of our country and play a pivotal role in building our nation," he said.

Some of the recipients of awards include S. Zakeena and K. Saddam Hussain from Tamil Nadu, Mohammed Shahjuddin from Manipur, Shaista Sultana from Jharkhand, Uzama Rana from Andhra Pradesh, Ansari Ayesha Ahmed from Maharashtra and Tanzeem Azeez from Kerala. IANS

IIM-Lucknow to push sanitation management in villages

Lucknow: It's not for the corporate sector this time. Students of the premier Indian Institute of Management, Lucknow (IIM-L) will now apply their managerial skills to teach villagers sanitation and hygiene management.

Working on 'live projects', IIM-L students will interact, motivate and convince villagers to adopt suitable sanitation and hygiene practices to raise their living standards.

"The project entitled 'Sanitation and Hygiene Improvement' (SHI) will be launched next week," Dharmendra Singh Sengar, the IIM-L professor who conceptualised the project, told sources on Monday.

"As part of their social responsibility, our students decided to undertake the SHI project for villagers," added Sengar, who is also the founder chairman of IIM-L's committee for social initiatives.

According to committee members, the project would initially cover a rural population of nearly 400 in two villages adjoining the IIM-L campus.

"As we wanted to progress with SHI slowly but steadily, we decided to launch it for a limited rural population. Depending upon the feedback, we will re-formulate the project accordingly to extend it to other villages too," Sengar said.

Apart from teaching hygiene and sanitation practices, IIM-L students will also maintain a record of health and integrated child development services required in a village, and later approach the government for follow-up action.

Additionally, the students will promote vaccination drives and hold health camps.

Aware that it will have to face several challenges, IIM-L has roped in several social activists for implementation of the project.

"Various social activists have shown an interest and approached us for becoming a part of the project. One such social worker who will assist us is Dr. B.N. Singh, who was formerly associated with Unesco and had also headed rural development projects undertaken by the state government," Sengar said. IANS

IIM-A seeks alumni help for students' placements

Ahmedabad: Alumni of the prestigious Indian Institute of Management, Ahmedabad (IIM-A) are believed to have been requested by the institute to help in both lateral and final placements of students this year.

This decision has been taken by the institute in the backdrop of global economic meltdown which has affected placements of MBA students this year.

The lateral and final placements of IIM-A students are scheduled to start from January and March respectively.

The institute has written letters to the alumni members requesting them to support the institute in the placements of students.

"Letters to the alumni are sent in routine course every year as part of its extensive exercise to mobilize resources well before the beginning of placement sessions," said Srijan Pal Singh, general secretary of Student Affairs Council, IIM-A.

More than 120 students are likely to participate in the lateral placements at IIM-A.

"Lateral placements are scheduled to begin at IIM-A from January first week and students having more than 18 months work experience prior to joining the institute are eligible for it," added Singh

Existing maritime institutes to be merged with Indian Maritime University

Chennai: The Indian Maritime University (IMU) will come up in Chennai to standardize the quality of private institutions imparting maritime education and training; through affiliation and academic supervision.

The IMU will have its campuses at Chennai, Kolkata, Mumbai and Visakhapatnam and will be setup on the patterns of the World Maritime University (WMU) in Malmo, Switzerland.

The existing seven maritime training and research institutes, both Government and Government-aided, will be merged with the IMU.

Maritime studies, research and extension work with focus on emerging areas of studies including marine science and technology and marine environment will be promoted by the university.

The maritime varsity is also expected to solve the bottlenecks faced by training institutes and colleges in the maritime sector for university affiliation.

To showcase the various facets of Indian Maritime Industry, the Central Government will also establish a National Maritime Complex at Chennai.

"A society has been formed in November this year to fulfill the requirements of maritime sector by providing maritime related and integrated services at a single location", a Government official said.

"The complex would act as a maritime hub of the region and act as a power house of the global maritime trade. It will preserve maritime heritage and key ancient maritime traditions, which otherwise might get lost", the official added.
