Give education vision 2020 in 90 days, Sibal tells states

New Delhi: Union Human Resource Development Minister Kapil Sibal on Friday asked all the states to prepare a vision document within the next three months on the targets to be achieved in the higher education sector by 2020.

"All state governments must prepare a vision document for higher education. This document must contain the state's targets for higher education till 2020, including the current state of affairs, such as number of universities and colleges and how the state perceives the quality of these institutes," Sibal said during a meeting here with higher and technical education secretaries from states.

This vision must also outline the states' budgetary outlay for this sector.

"This paper must then propose how the state plans to increase its Gross Enrolment Ratio (GER)," he said, adding that such vision documents will help the central government plug existing holes and further boost the sector.

The minister urged the states to increase their budgetary allocations for higher education that is showing a disturbing downward trend.

While the central government's contribution in education, as a percentage of gross domestic product (GDP), has been steadily increasing to 0.91 percent in 2009 from 0.53 percent in 2000-01, the allocation of the states has shown an average decline from 3.76 percent to 2.73 percent in the corresponding period.

Sibal also asked the officials to have a quality controller to assess and inform the people about the institute, college or the university.

The minister said the states should also have an "accreditation system for their colleges".

The accrediting agency would benchmark the institutes in the respective states, informing students about the quality and resources of the institution they are going to attend.

"This would help create competition among institutions leading to their improvement," said Sibal, adding that state governments should also fill up faculty vacancies. IANS

Intense daily therapy helps kids overcome literacy problems

Sydney: Children grappling with language and literacy problems are better off with intense daily therapy rather than extended therapy, according to a recent study.

The study, led by Ron Gillam, professor at Curtin University of Technology (CUT), is
based on children aged six to nine with primary language disorders, but no problems in cognition or hearing.

"The group of kids in the study had 100 minutes of therapy each day, over a period of six weeks. We followed their progress for six months," Gillam said.

"Our results proved six times more successful than a different study in which children

received therapy twice a week for 20 minutes each day, over a two-year period."

Gillam reviewed studies in which speech-language pathologists worked with teachers in a classroom setting.

"When I conducted a systematic review of existing research, classroom based instruction on vocabulary where speech pathologists were working with regular teachers, yielded very successful results," he said.

"Using simple demonstrations, picture cues or graphic organisers, summarisation techniques, allowing multiple opportunities to respond and repeat, and asking questions at various levels of complexity, are techniques that have proven to be most effective in improving language skills," he said.

"Most importantly, if you are doing this on an intense daily schedule with the help of a speech pathologist in a classroom setting, you will see a great improvement in the child's literacy skills," Gillam added.

He said children with language impairment were at risk of social and academic problems and, later in life, vocational problems. IANS

Visakhapatnam: The port city of Visakhapatnam (Vizag) will soon get a new regional centre of the country's premier atomic energy research institute the Bhaba Atomic Research Centre (BARC).

The centre has to be set up at Achyutapuram on the outskirts of Vizag.

The regional centre at Vizag will also house the Homi Bhabha National Institute (HBNI), a deemed university offering graduate programmes in nuclear science.

The step taken by BARC assures importance of the city emerging as a strategic point for naval establishments, new nuclear submarine base and other defence installations.

Ahmedabad: The Indian Institute of Management, Ahmedabad, (IIM-A) is likely to increase its seat by 28pc from next year. Besides, increasing its student intake IIM-A is also planning to increase its faculty strength and bring about changes in curricula.

Prof. B. H. Jajoo, dean, IIM-A said, "We have applicants from US and Europe who want to be associate with IIM-A as faculty. Some of them are teachers from foreign universities."

"We hope to have over 120 faculty members, up from 90, over the next few years," added Jajoo.

The Government has sanctioned Rs.32 crore for its expansion. It will raise the rest of the amount through internal accruals and alumni network.

UGC sanctions grant to Kannur University

Kannur (Kerala): The University Grants Commission (UGC) has granted Rs.14.28 crore to the Kannur University for the 11th Plan period.

The varsity has received this grant on the basis of a report submitted by a team appointed by the UGC to evaluate the utilization of the grant sanctioned to the varsity during the 10th Plan and the university's functioning.

Out of total sanctioned amount Rs.1.7 crore has been given for the library of the university while Rs.2 crore was sanctioned for starting a health centre, Rs.3 crore for campus development, Rs.2 crore for sports facilities, and Rs.30 lakh for basic facilities. The university was also allotted Rs.2.5 crore for construction of a new guest house.

The release said the UGC's approval of all courses started during 2003-09, sanctioning of teaching posts and allocation of funds for infrastructure development were an achievement for the fledgling university.

Panjab University to introduce credit system in PG courses

Chandigarh: Panjab University is planning to start credit system in postgraduate courses offered by the varsity. A committee has been constituted by the varsity to find out the modalities for the proposed system.

If the system comes into effect, it will be fruitful for students as they can study those subjects, which are not part of their prescribed syllabus.

This will allow students to get credit for subjects that their regular degree course does not offer.

"The system is likely to come into effect by the next academic session," said RC Sobti, Vice-chancellor, Panjab University.

"Credit system will make education more broad-based and facilitate diversity in courses," added Sobti.

PU also intends to provide the credit system in its affiliate colleges that offer masters courses. The system will allow for transfer of credits if a student leaves one institution and joins another.

The upgradation of DCE into DTU has been through to an Act enacted by Delhi Assembly, Delhi Act 6 of 2009 which came into force on July 15th, 2009.

Prof. Sharma is a renowned academician who has steered DCE for the last two decades and brought it to its eminent position.

A Doctorate from Birmingham, Prof. Sharma is a former Professor of the Indian Institute of Technology, Delhi (IIT-D) and has been the founder Vice-Chancellor of Rajiv Gandhi Technological University, Bhopal.

During his long association with DCE, he was able to introduce innovations in diverse areas and bring high international recognition to the institute.

Prominent among these include, 'Most Innovative Design Award' for DCE UAV, 'Most Improved Award' for DCE Robotic Submarine, First Prize for DCE Hybrid, 'Best Design Award' for DCE Supermileage vehicle to name a few.

Prof. Sharma succeeded in germinating research culture at under-graduate level and has transformed DCE into a research and innovation hub.

The 3rd three-day International Conference on Digital Libraries (ICDL) would be held on IGNOUs' Silver Jubilee year from February 23, 2010 and the theme of the meet would be "Shaping the Information Paradigm".

"Few numbers of participant shall be nominated by IGNOU as delegates of ODL system without any registration fees," announced Prof. Pillai.

The participation of IGNOU in the event would act as an aid in strengthening its arena in Information and Communication Technology (ICT), web based methodologies, and digitalization for offering flawless access to all, comprising even those that are still not reached by the development of a national resource centre.

There would be special conference sessions and tutorials during the event devoted on the theme related aspects to the technologies applicable in open and distance education system.

Similarly, over Rs.5.65 crore had been sanctioned for various amalgamated schemes, which was 255 per cent more as compared to the amount sanctioned for these schemes during the 10th Plan.

Amity conducts session on Aftereffects of Financial Meltdown

Noida: To discuss the consequences of economic downturn that has affected the entire world, the Global Economic Forum (TGEF) organized a brainstorming session on "After effects of Financial Meltdown: World Economy, Five Years Ahead" was conducted at the campus of Amity University here today at Amity Campus, Noida.

The current Global Financial Meltdown has plunged the world in to the worst crises since the great depression of 1930s. In spite of stimulus packages running in to billions of dollars introduced by the Governments and bail out acquisitions of MNC's by the state, with the exception of China and India, very few countries are likely to witness reasonable economic growth in coming years.

Lord Meghnad Desai -Professor Emeritus, LSE who could not make it to the session expressed his views through his written message in which called for reconfiguration of the fuel use technology, switching over to new carbon efficient technologies and restructuring of financial institutions including International Monetary Fund (IMF) to reduce the aftereffects of economic downturn. "The global financial architecture needs reform and IMF may need to be restructured to achieve this", Lord remarked. Stressing and pointing "financial imbalances in the global economy" as the main reason of the crisis, he averred "China accumulated large financial surpluses from its exports. China along with many other countries of Asia over-saved. To make such savings paying someone had to over-consume. USA did this job by running a double deficit on fiscal and external accounts. The global economy had enjoyed a boom for 15 years. Now, there is a setback. Many banks have lost their capital values and the financial sector has shrunk. In OECD countries output loss has been massive -15 % in Japan and -7% in Germany". Lord Desai emphasized, "it is difficult to say who will emerge as new power in the future. Innovations will be called for and once again USA is most likely to be the innovative economy"

Noida: To discuss the consequences of economic downturn that has affected the entire world, the Global Economic Forum (TGEF) organized a brainstorming session on "After effects of Financial Meltdown: World Economy, Five Years Ahead" was conducted at the campus of Amity University here today at Amity Campus, Noida.

The session brought together the economists, diplomats, politicians and Government representatives to discuss and come up with some ideas, thoughts, suggestions and recommendations which could be relevant not only for India but the entire world.

The session was to be chaired by Lord Meghnad Desai, who could not make it to the event due to some reason.

New Delhi: A Memorandum of Understanding (MoU) has been signed between the Institute of Cost and Works Accountants of India (ICWAI), Ministry of Corporate Affairs and Tally Solutions Private Limited (TSPL), India's leading ERP software major.

The MoU was signed here at the ICWAI premises recently.

Mr. Kunal Banerjee, President ICWAI, said, " This tie-up with Tally will enable ICWAI to reach nook and corner of India, mainly for the computer training and basically to visit each and every village to see a rural student making his dream a reality of a gainful employment with a short training and to further his career. Thus ICWAI and Tally will address the social and economic upliftment by taking professional education to rural areas."

This strategic partnership aims to create a pool of ERP-literate, certified, employment-ready professionals. The agreement marks the beginning of a significant effort of crafting an industry relevant career path for students in the Finance and Accounting domain.

This partnership would help in the creation of a unique Industry-Academia interface that would help generate a pool of employment-ready professionals. It is expected to thereby transform the landscape of the way businesses would be operated in India.

With this partnership, ICWAI and Tally Solutions would be participating in an effort to increase the training bandwidth across the length and breadth of India and to facilitate the bridging of the digital divide between the urban and rural areas.

According to the MoU, TSPL would provide training material for a 60 hour Practical IT & Related Applications for the "Certificate in Accounting Technicians" (CAT) Programme in the first phase.
The 60-hours computer training would be a pre-requisite for every student's eligibility to the Competency Level of the CAT programme.

The CAT programme roll out would cover over 500 students who have already enrolled for the current batch across ICWAI run centres and over 70 ICWAI recognised centres .

The Programme intends to benefit more than 5000 students through a network of over 1300 training locations across India for the next batch. Through this Programme, Tally intends to enable creation of a ready to employ pool of ERP Literate Certified Accounting Technicians in the country.

Govt declares 129 institutions 'Deemed-to-be-Universities

New Delhi: Replying to questions in the Rajya Sabha, D. Purandeswari Minister of State for Human Resource Development (HRD) has said that as on 16th July, 2009, One hundred twenty-nine institutions have been declared by the Central Government, under section 3 of the University Grants Commission (UGC) Act 1956, as institutions 'Deemed-to-be-Universities'.

Institutions 'deemed-to-be-universities' have expanded the base of higher education in the country and are offering education and research facilities in various disciplines such as Medical Education, Physical Education, Fisheries Education, Languages, Social Sciences, Population Sciences, Dairy Research, Forest Research, Armament Technology, Maritime Education, Yoga, Music and Information Technology, etc

Replying to another question she said, "The new centrally sponsored scheme called "Rashtriya Madhyamik Shiksha Abhiyan" is meant to universalize access to secondary education and to improve its quality. The scheme has been launched in March, 2009."

The Government has allocated for the scheme for the 11th Five Year Plan is Rs.20,120 crore. A provision of Rs.1353.98 crore has been made in 2009-10 for this scheme.

The sharing pattern between the centre and the state, for both recurring and non-recurring cost, during the 11th Five Year Plan is 75:25, while for the north-eastern states, the ratio is 90:10.

Information was also given by Purandeswari about world class Universities proposed to be established in Punjab, Uttar Pradesh, Rajasthan, Gujarat, Bihar, Assam, West Bengal, Madhya Pradesh, Kerala, Tamil Nadu, Karnatak, Maharashtra, Andhra Pradesh and Orissa.

All these proposed varsities aiming at world class standards would act as exemplars for other universities including Central Universities, in benchmarking standards of teaching and research to those prevailing in the best universities in the world.

Under the Mid-Day meal scheme the Central Government provides 100pc cost of the Food grains, Transportation, Management, Monitoring & Evaluation, One time Central Assistance is provided to States for construction of Kitchen Sheds at Rs.60,000 per unit and Rs.5000 for procurement/replacement of Kitchen Devices for each school covered under MDM Scheme.

Central Assistance for Cooking Cost on sharing basis. At Primary stage the Central Assistance towards cooking cost per child/school day is Rs.1.89 for NER States provided the States contribute minimum 20 paise and Rs. 1.58 for other States/UTs provided the State/UT contribute minimum 50 paise. At Upper Primary stage the Central Assistance towards cooking cost per child/school day is Rs.2.42 for NER States provided the States contribute minimum 20 paise and Rs.2.10 for other States/UTsIt is provided in the guidelines that the food prepared is tasted by 2-3 adults including at least one teacher before it is served to children. As and when, any complaint is brought to the notice of the Government, the concerned State Government/UT Administration is asked to conduct suitable enquiry and to take appropriate action against the responsible person(s) and initiate corrective measures to avoid recurrence of such incidents in future.

In a Part-time course, there is the chance of you getting complacent since, this is not a full-time course and you may not be able to continue the course for 3 yrs at a stretch along with your work.
