India launches Pan-African e-network project

New Delhi: India's ambitious e-network project, linking leading universities and hospitals in this country with their counterparts in 11 African nations via satellite, was inaugurated on Thursday evening by External Affairs Minister Pranab Mukherjee, who termed it a "shining example of South-South cooperation".

Mukherjee inaugurated the Pan-African e-network with a brief video-conference call with his counterparts in 11 African countries - Ethiopia, Senegal, Seychelles, Benin, Gabon, The Gambia, Mauritius, Nigeria, Rwanda, Ghana and Burkina Faso.

These countries are part of the first phase of the project, which is likely to be expanded to interlink the offices of the heads of state of the 53 African countries. The second and third phase will see the addition of 18 more countries by the end of June.

Describing the project as a "shining example of South-South Cooperation", Mukherjee said India has gifted a dedicated satellite for e-connectivity in sub-Saharan Africa to help bridge the digital divide.

He said as part of the pilot project, 34 Ethiopian students will graduate in June with an MBA degree from the Indira Gandhi National Open University (IGNOU), without even leaving their country's borders.

The seven Indian educational institutions associated with the project are Indian Institute of Science-Bangalore, Amity University, University of Madras, Indira Gandhi National Open University, Birla Institute of Technology and Science, University of Delhi and IIT Kanpur.

Online medical consultation will be also provided for one hour every day to each participating African country for a period of five years in various medical disciplines.

Twelve leading Indian Super Specialty Hospitals are enlisted in the project. They include AIIMS, Escorts Heart institute, Care Hospital, Hyderabad and Narayan Hrudayaylaya, Bangalore.

The project, being implemented by state-run Telecommunications Consultants India Ltd. has a target of providing tele-education services to 10,00 African students in different courses.

Former president A.P.J. Abdul Kalam had first offered the proposal five years ago when he addressed the inaugural session of the Pan-African Parliament in Johanessburg.

Since then, India has invested over $125 million in the project. IANS

UG, PG Medical seats at JIPMER to be increased

Puducherry: The Cabinet Committee on Economic Affairs (CCEA) on Thursday approved a proposal to increase the admission strength for Under-Graduate and Post-Graduate courses at the Jawaharlal Institute of Post-Graduate Medical Education and Research (JIPMER), Puducherry.

In its meeting held in New Delhi on Thursday, the CCEA approved a proposal to develop the infrastructural facilities at JIPMER, within a period of 36 months, so as to comply with the Central Educational Institution (Reservation in Admission) Act, 2006 at a total cost of Rs.384 crores.

The approval means that the UG and PG seats at the institute will be increased to 150 and 122 seats from the existing 75 and 77 respectively over a period of three years.

JIPMER traces its origin to 1823 when a medical school called 'Ecole de Medicine de Pondicherry' was established by the then French Government.

In November 1956, the Government of India took over the medical college in the wake of the 'de facto' transfer of Pondicherry. The college was upgraded to a regional centre and named JIPMER on July 13, 1964.

The premier medial college is under the direct administrative control of the Directorate General of Health Services (DGHS), Union Ministry of Health and Family

Slumpdog millionaires: IIM-C grads get Rs 1cr jobs

MUMBAI/KOLKATA: Business schools may be battling recession in a gloomy placement season but the summers that students spent in some top firms last year have resulted in a couple of them netting offers that will warm the heart of any business grad.

The Indian Institute of Management-Calcutta which wrapped up the first round of placements this week saw three students accept pre-placement offers (PPO) of over Rs 1 crore each from investment banks that were made when those institutions were still flush with funds. At the Hyderabad-based Indian School of Business too, some Rs 1-crore offers had flown in.

At IIM-C, ``Barclays Capital offered US $2,00,000 (Rs 1 crore) salary per annum to each of the three students who spent their last summer with that bank. They will go on and join the bank as associates in their London office,'' said a source in the placement committee.

Of the three, one is a girl from Delhi. The institute was tight-lipped about the offers but sources said that a fourth PPO, which crossed Rs 1 crore (converted from $) was also accepted by a student who spent some weeks at an I-bank. This bank had offered a position for its outfit in the Big Apple.

ISB dean Ajit Rangnekar too was not vocal about the Rs 1 crore offers. All he said was, ``Four, five or ten students getting more than a crore doesn't mean anything. But this is an interesting year, in the sense that companies are going to be interested in taking fresh MBAs. The PGPXs (MBA for executives) is going to be more painful.'' While placements took off in mid-December at ISB, they are still on. ISB has a batch size of 440 students.

An interim report put out by IIM-Calcutta noted, ``Though we have been lucky to receive good companies to recruit on our campus, salaries have taken a 8-10% dip across all the sectors.'' In all, 49 companies visited IIM-C in the four days of Phase 1 while 25 companies came for recruitment during the lateral process. Those who take a sabbatical from work and do an MBA sign up for lateral placements.

Companies making the highest number of Slot 0 offers (PPOs and finals) are McKinsey, The Boston Consulting Group, Frost and Sullivan, Merrill Lynch, Barclays Capital and Morgan Stanley. Firms such as Hindustan Unilever, Procter & Gamble, ITC and Nokia too were among the highly preferred companies in Slot 0.

According to the report, ``Over 45% of the students placed till now opted for finance portfolios. Consulting too took a substantial number this time, with over 25% opting for it. Over 23% of the visiting companies offered high-profile marketing roles.''

Some months ago, an IIM-C student had said, ``We might have to drown our sorrows by drinking all night after the rough placement season.'' Looks like now he will be drinking to celebrate the return of the good times.

Foundation stone of Central University laid in Haryana

Mahendra Garh (Haryana): The foundation stone of the Central University of Haryana at village Jant Palli in district Mahendra Garh was laid by Arjun Singh, the Union Minister of Human Resource Development (MHRD) on 25 February, 2009.

With this the Central Government has fulfilled one of the long-cherished demands of Haryana.

The foundation stone ceremony was presided over by Bhupinder Singh Hooda Chief Minister of Haryana.

Haryana Government has agreed to provide 500 acres of land free of cost for setting up this Central University. The decision to pick the site in Mahendergarh was taken in view of the fact that this district is comparatively educationally backward and setting up of such an institute will help address the problem of regional imbalance.

Arjun Singh appreciated the role of Haryana Government in expanding the horizons of Higher Education in the State.

Speaking on the occasion HRD Minister said "Besides establishing this Central University in Haryana, the Central Government will also be establishing an IIM in Rohtak district."

State will also be given financial assistance to open Degree Colleges in those 7 districts of Haryana where the GER is below the National Average.

"The Central Government is also providing funds to establish polytechnics in 7 districts. In this regard we have already released Rs.2 crore for two districts," added Arjun Singh.

The Government of India in its Eleventh Plan has given a major thrust to education. The Central Government has taken several initiatives in respect of new institution building. These include setting up of 30 new Central Universities, Indira Gandhi National Tribal University, eight new Indian Institute of Technologies (IITs), seven new Indian Institutes of Management (IIMs), five new Indian Institutes of Science Education and Research (IISERs), two new Schools of Planning & Architecture (SPAs), 10 new National Institutes of Technology (NITs) and 20 new IIITs.

A very high priority has been accorded to the education sector and a ten fold increase has been provided in the budgetary outlays for the higher education during the XIth Plan as compared to Xth Plan.

New Delhi: A three day international Conference "INTROMET-2009" has been started here from February 23.

New Delhi: A three day international Conference "INTROMET-2009" has been started here from February 23. The conference is being organized on "Challenges and Opportunities in Agrometeorology" by the Indian Meteorological Society.

Adaptation strategies for climate change impacts, monsoon variability & crop production and agricultural risk evaluation will be discussed during the Conference.

About 25 Scientists from abroad and 150 Indian scientists are participating in this mega event to focus on the above issues and draw attention of global agro meteorological community, administrators and policy makers to debate and devise improved methods and techniques for better prediction, preparedness and mitigation of the adverse weather impacts on agriculture production and to make public and media aware of the possible impact, consequences and mitigation measures to sustain food security.

Conference will dwell upon these challenges through 46 oral presentations during eight technical sessions. A Special Session has also been planned to share the wisdom of Veteran Scientists on "Role of IMS in addressing challenges in Weather and Climate Services".

The challenges facing agriculture and assuring global food security and the sustainable management of natural resources are manifold and immensely complex.

Agriculture is intimately tied to nature and hence subject to its vagaries. It is important to note that almost every aspect of agriculture from long term planning to tactical decisions in day-to-day agricultural operations is dependent on climate and weather.

Rapid changes in global and regional climate in the recent decades have become the focus of discussion among the scientific community.

The Noble Peace Prize winning Inter-Governmental Panel on Climate Change (IPCC) has projected alarming changes in the trends of rainfall, temperature and extreme weather events. The process of climate change is known to have increasingly disturbing impacts on agriculture threatening food security both at global and regional level

A helpline to guide exam-stressed students

Bangalore: With examinations round the corner, anxious and stressed out students in Karnataka have found a "saviour" in a special helpline to guide them overcome exam phobia.

The helpline has been deluged with calls since it was launched on February 18. Over 600 calls were made in the first three days by students preparing for the pre-university (Class 12) exams beginning on March 13.

The initiative for the helpline was taken by the state's Pre-University Department. Getting high marks is a must in these examinations to secure admission to chosen degree courses in good colleges.

"We have already received over 600 calls from across Karnataka. We are happy that we have been able to counsel the students, especially when they are on the threshold of appearing for the pre-university exams," counsellor Bharati Singh told sources.

"Most of the calls concern exam-related phobia," Singh added.

The helpline service, launched by Primary and Secondary Education Minister Visveshwara Hedge Kageri, has two dedicated telephone numbers - 080-23366778/23366779 - which are open between 3 p.m. and 4.30 p.m.

The two counsellors have been getting calls from students from across the state - Bangalore city to Gulbarga, over 600 km away in north Karntaka.

"Calls have come from several districts like Hassan, Bangalore Rural, Mysore, Shimoga and Chamarajnagar from students desperate to get quick solutions to their problems," the counsellors said.

"The very idea of starting the helpline service is to provide a platform for the students' community who generally go through harrowing time during the exams," Pre-University Department Commissioner S.G. Hedge said.

"Students are under tremendous pressure to perform their best during the exam time. But unfortunately, most of the time they have nobody to help them deal with their problems," he said.

"Our counsellors listen to the problems of the callers and give them proper guidance," added Hedge.

It is not mandatory for callers to reveal their identity to access help.

"Most of the callers complain about having exam-phobia. Others are stressed out and feel pressured to perform better in the exams. These are common issues, which with adequate counselling and help from family and friends can be sorted out easily," said counsellor Singh.

Even worried parents are calling up.

"Like students, parents too are very concerned about their children and their exam preparedness. We give them tips on how to remain stress- free and help their children prepare so as to perform well in the exams," said Singh.

The second year pre-university examinations will commence on March 13 and end on March 26. They will be held in 856 centres across the state. A total of 620,119 students will take the examinations. Of them 310,584 belong to the arts stream, 172,676 to the science stream and 136,859 are in commerce.

While the authorities have planned to end the helpline service on March 12, a day ahead of the beginning of the examinations, they are having second thoughts.

If the deluge of calls continues, they could keep the helpline open till the end of the examinations.

"We might extend the helpline service further, depending on the response," said Hedge.

NASA postpones Discovery launch

Washington: NASA has for the fourth time delayed the launch of its space shuttle Discovery due to technical reasons, the US space agency has announced.

After meeting all Friday at Kennedy Space Centre in Florida, shuttle managers decided against launching it in a week. The launch date for Discovery is currently "under review", NASA said in a statement. The launch had been targeted for no sooner than February 27.

Discovery's valves were removed, inspected and reinstalled as a precaution after one valve on the shuttle Endeavor broke during its November mission. The valves channel hydrogen gas from the main engines to the external fuel tank.

Managers want to make sure if that happens again, the shuttle and its seven-men crew would be safe.

Discovery's latest mission to the International Space Station (ISS) originally had been scheduled for Feb 12. During a review of Discovery's readiness for flight, NASA managers decided Feb 3 to plan a launch no earlier than Feb 19.

However, on Feb 7, NASA announced the launch would be no earlier than Feb 22, citing concerns over a valve that keeps fuel flowing in Discovery's main engines.

On Friday, NASA announced that Discovery's liftoff was targeted no earlier than February 27.

Discovery's 14-day mission would deliver the ISS's fourth and final set of solar arrays. The shuttle will also carry a distillation assembly for the station's new water recycling system. IANS

MCI to revise its norms for new medical colleges

New Delhi: Medical Council of India (MCI) regulations on minimum standard requirement for medical colleges will be revised for 50/100/150 MBBS admissions as directed by the Government.

As per Mrs. Panabaka Lakshmi, Minister of State for Health & Family Welfare, "Repose has been given in the form of land requirement standard for campus, bed strength and indoor occupancy in the states where National Rural Health Mission (NRHM) is operational like Northern Eastern states, Hill Stations and Hilly districts in other states for opening of medical colleges."

"The standard bed strength for indoor bed occupancy has been revised to 60% in these areas and in the teaching hospitals the bed strength has been reduced to 250 instead of 300 beds as compared to other parts of the country."

This will lead to opening up of new medical colleges in unprivileged and underprivileged areas of the country apart from producing more doctors in the nation.
Sixty-Eight proposals have been sent by the Ministry for the establishment of new medical colleges in the year of 2009-10, for their technical assessment and suggestions as per the provisions of the MCI regulations.

The last date for grant of permission by Central Government will be 15th July of every year as per the time schedule prescribed in the MCI regulations
