ERF – RUSSIAN STATE FELLOWSHIP PROGRAMME 2011 – CANADA

The Government of the Russian Federation launches the State Fellowship Programme for academic year 2011-2012 for Canadian students to conduct undergraduate (baccalaureate or equivalent) and graduate (master’s and doctorate) studies or research in Russia. There are 3 state fellowships provided for Canadian students. The State Fellowship Programme does not include the schools of culture, arts and international relations.

Eligibility :
* Applicants must be Canadian citizens by the competition deadline;
* Applicants for undergraduate fellowships should have a high school diploma with an average grade point no lower than 80%;
* The period between graduation and the application should not exceed three years. It is desirable that applicants be no older than 25. Ph.D. programme applicants should have a Master’s degree and should be no older than 35;
* Applicants should have no medical counter indications against the climate in Russia. General medical testing is required as well as testing for AIDS and HIV.

Application Procedures : An applicant’s file should include the following documents (English, French or Russian applications are acceptable):
* Application form with full notice of chosen major subject (including the code) and/or plan of study;
* Official transcripts (sent directly to ICCS from the issuing institutions) and copies of diplomas for all secondary and post-secondary studies;
* Official certified medical reference;
* Official certified reference on testing for AIDS and HIV;
* Official certified copy of birth certificate;
* Copy of the passport for traveling abroad ;
* 8 photos (4 x 6 cm, passport size);
* Applicants for Ph.D. fellowships should attach a list of published books and articles (if any) and a short essay on the topic of future research (2 printer’s sheets);

Deadline : The application should be submitted to the International Council for Canadian Studies (ICCS) and delivered in our office by hand or courier before 5:00 p.m. on April 18, 2011.

Selection Procedure : The pre-selection process is carried out by the Canadian Scholarship Selection Committee established by the International Council for Canadian Studies (ICCS) in coordination with the Embassy of the Russian Federation. The final decision on applications recommended by the Canadian Scholarship Selection Committee as well on host universities is made by the Ministry of Education and Science of the Russian Federation. Entry visas for students will be provided in accordance with the official list compiled by the Ministry.

Tenure : The date of arrival for enrolled students is between September 1 and 15 for undergraduate programmes, and before November 15 for master’s and doctorate programmes. Scholarships can vary from 2 (doctorate) to 4 (baccalaureate) years. The term of education for applicants who doesn’t have a working knowledge of the Russian language may be extended for another year.

Value : The Government of the Russian Federation is responsible for the following:
* Tuition fees;
* A monthly allowance of 1100 Russian roubles for undergraduate and Master’s studies and 1500 Russian roubles for Ph.D.;
* Medical services in accordance with Russian regulations;
* Lodging is provided by the host university in hostels (shared accommodation) at a cost not exceeding 50% of the national minimum salary.
