UGC employees tussle against setting up of NCHER

New Delhi: With regulators like University Grants Commission (UGC), All India Council for Technical Education (AICTE) and National Council for Teacher Education (NCTE) already there as the watchdog of educational requirements of the country, the UGC employees asked their chairman, Sukhdeo Thorat, to protest against the setting up of the new proposed body called the National Commission for Higher Education and Research (NCHER).

The employees, in their letter to the UGC chief expressed that the proposed NCHER would hardly make any difference from the existing bodies.

The note further added that, "The functions of the UGC are more or less similar to that of the mission and objectives of the NCHER's draft bill, which is why we fail to understand the need to replicate. Such a proposal is highly insulting and demoralizing for the present UGC employees."

It is however, interesting to note that Thorat is the member of the Yashpal committee, which recommended the proposal to set up NCHER and gave his consent for the recommendation. It was much later that he had sent UGC's view of disagreement.

The UGC employees on Friday clearly told Thorat that they should be automatically shifted to the new body in case the proposal receives the nod, as their nature of work stands similar to that of the UGC failing which they threatened to launch a strike.

Nearly 600 employees of the University Grants Commission (UGC) demanding to be shifted to the NCHER after its creation have already launched a black badge protest since Thursday.

The draft Bill is silent on how to rehabilitate the employees of these organisations after the Commission is set up.
