State boards not asked to scrap Class 10 board exams - Sibal

Bhubaneswar

Bhubaneswar: Union Human Resource Development Minister Kapil Sibal on Friday said central school education boards have been asked to adopt a grading system and the states were free to pursue their own curriculum and examination system.

"I never said we will scrap the class 10 board exams in the states. They are free to decide their own curriculum," Sibal told reporters here after inaugurating a central university in Koraput.

He, however, reiterated that the grading system will be introduced in schools during 2009-10, which was agreed to at a meeting in New Delhi.

Sibal said there was no opposition to grading system and it had been supported by all the boards at a just concluded meet, though there was some opposition to scrapping the class 10 board exam. IANS

New Delhi: The Australian Deputy Prime Minister, Ms Julia Gillard, will visit Delhi's prestigious Lady Shri Ram (LSR) College for Women and Indira Gandhi National Open University (IGNOU) on August 31, 2009.

During her inaugural five-day visit to India, Gillard will also travel to Chennai. The trip is seen as a move to strengthen Australia's relations with India.

During her visit to LSR College, the Australian Deputy PM will speak on the topic Women in Leadership.

Gillard will also launch a new Diploma of Primary Education, a joint collaboration between Queensland University of Technology and IGNOU at the varsity here.

Furthermore, Gillard will launch the Australia-India Institute. This institute is a joint initiative of the University of Melbourne, the University of New South Wales and La Trobe University.

The Institute will support research, graduate training, executive briefings, policy advice and knowledge transfer for the benefit of both countries and will enable students, staff and the Australian community to gain a greater understanding of India and the rich bilateral relationship through courses of study, conferences and relevant research.

"The principal aim of my visit is to reinforce Australia's image as a culturally diverse, welcoming and safe country for Indian students, business people and other visitors. I will have the opportunity to thank the Indian Government for its support as we have responded strongly to the challenges faced by Indian students in Australia", the Deputy PM said.

"This visit also allows me to underline Australia's commitment to building the relationship with India across a broad front. Students play an important role in the bilateral relationship, but there are many other areas of cooperation where we have strong shared interests: from energy and science and technology through to strategic affairs", she added.

During the visit, Gillard will meet senior government representatives to outline the Australian Government's recent initiatives to improve the education experience for overseas students in Australia, including tighter regulation of education providers, a review of the Australian Government legislation governing international students, and the forthcoming International Students Round Table.

She will also visit a number of educational institutions, launch several key initiatives involving Australian and Indian educational institutions and meet some Indian students who have studied in Australia.

"My visit will highlight the depth of the education linkages between Australia and India and showcase their importance to our overall bilateral relationship," Gillard said.

"Australia and India are natural partners in education and we are committed to expanding our cooperation with India in the years ahead."

Communities - New sentinels of quality grassroots education

New Delhi: Community and voluntary organisations have a crucial role to play in the delivery of quality education at the grassroots in the country with 42 million children aged between six and 14 still outside the purview of the recently-passed Right to Education law.

A two-day workshop, "Community as Vigilante: The Role of Community-Based Monitoring (CBM) for Building Ownership and Ensuring Accountability in Education", by global non-profit network Oxfam here, is showcasing community-based initiatives in primary education in villages from states like Rajasthan, Maharashtra and Uttar Pradesh to demonstrate community monitoring is the most effective tool to implement the Right to Education Bill.

Scientists engineer stem cells to turn into red blood cells

Sydney:

Sydney: Stem cell scientists have modified a human embryonic stem cell (hESC) line to glow red when they become red blood cells.

The modified hESC line, ErythRED, opens the way to generating mature, fully functional red blood cells (RBCs) from human embryonic stem cells.

The research was led by Andrew Elefanty and Ed Stanley, both professors at the Monash University (M-U) Immunology and Stem Cell Labs.

Whilst hESCs have the potential to turn into any cell type in the body, it remains a scientific challenge to reliably turn these stem cells into specific types such as the RBCs.

The development of the ErythRED embryonic stem cell line, which fluoresces red when haemoglobin genes are switched on, is an important development that will help researchers to optimise the conditions that generate these cells, said a Monash release.

"Not only will the ErythRED cell line lead to more efficient creation of red blood cells from human embryonic stem cells, but these cells are a crucial tool for monitoring the behaviour of the cells when transplanted into animal models," said Elefanty.

The study was published in Nature Methods. IANS

500,000 women to get food processing training

Kolkata:

Kolkata: The government on Wednesday said it will provide food processing training to 500,000 women in collaboration with industrial training institutes (ITI) as part of its efforts to create 10 million jobs by 2015.

"The training given to the women will strengthen the food processing sector, which has emerged relatively unaffected from the economic slowdown," Minister for Food Processing Industries Subodh Kant Sahai said here.

The government is also facilitating setting up of 350 food processing units, Sahai said at an interactive session with members of the Merchants Chamber of Commerce.

Prime Minister Manmohan Singh is scheduled to inaugurate a state food processing ministers' conference Oct 6 in New Delhi to chalk out strategies for further development of the sector in the country.

A vision document for 2015 aims to increase the size of the industry to around $210 billion, besides raising the level of perishable processing from the present 6 percent to 35 percent.

"We are also aiming to double India's share in global trade from the present 1.5 percent to 3 percent," the minister said.

With a large and diversified production base coupled with low manpower cost and modern technology, the Indian food processing sector is poised for growth, if the advantages are leveraged optimally, Sahai said.

"Even during the recession period, the industry managed to exhibit 14.6 percent growth."

Food retail, dominated by around five million retail outlets in India, is also likely to grow from $75 billion in 2007-08 to $150 billion by 2025, Sahai said. IANS

Shashi Tharoor delivers lecture at Aligarh Muslim University

Shashi Tharoor,

Aligarh: Union Minister of State for External Affairs, Dr. Shashi Tharoor delivered the first national lecture series programme on 'Why Foreign Policy Matters?' at the Kennedy Hall Auditorium of the Aligarh Muslim University (AMU).

Dr. Tharoor said that the ultimate purpose of any country's foreign policy is to promote the security and well-being of its own citizens.

"We want a world that gives us the conditions of peace and security that will permit us to grow and flourish, safe from foreign de predations but open to external opportunities", he said.

He said that our foreign policy debates in Parliament and the media seem obsessed with Pakistan with ophemera, or worse ephemera about Pakistan and urged that our society as a whole and particularly its educated young people, must care enough about India's place in the world to participate actively in shaping our international posture.

"We do have a handful of thinkers on international issues and a twist-full of thinker tanks, but in quantum and quality of expertise and range of output they all have a long way to go before they match the role played by, for example, their equivalents in the United States", he added.

Tharoor suggested that the situation will not improve unless we improve the study of international affairs at our Colleges and Universities.

He said that the Ministry of External Affairs would welcome much more spirited exchanges between MEA officials and academician, the corporate sector and civil society and pleaded that the sustainability and success of our international policy depends on both leadership by the Government of India and the active involvement of young Indian.

Dr. Tharoor called upon the youth to commit yourself to thinking about India and the world - about Indian in the world - and your own role in leading about it, helping to shape it, and on day, I hope, helping to lead it.
In reply to a question raised at the interactive session of the lecture, Dr. Tharoor denied that Indian had departed from Nehru's foreign policy of defending the Muslim World especially the Arab World.

Addressing the media, former UN Under Secretary General, Dr. Tharoor has joined the voice against film actor Shahrukh Khan's two-hour detention at a US Airport and said that this also happens to hundreds of innocent Muslim daily who do not have billion people to stand-up for them. "It raises real questions about US procedures", he said.

While delivering the presidential remarks, AMU Vice Chancellor, Professor P.K. Abdul Azis has said that the University has decided to create a Center of International Studies and diplomacy from the next academic session.

He said a retired senior most diplomat, Mr. Israt Aziz is preparing the blue print of this proposed Center.

MHRD to revise subsidy for professional courses

New Delhi:

New Delhi: As a part of the second 100-day agenda of the United Progressive Alliance (UPA) government, the Human Resource Department (HRD) Ministry will soon bring to the Cabinet the student loan interest subsidy scheme.

The ministry has decided that the parental income criteria for students to avail the subsidy for professional courses will now be Rs.4.5 lakh per annum.

According to a senior official, "Though initially Rs.2.5 lakh income criteria was being mulled, the Planning Commission and the Committee of Secretaries to which it was later referred recommended that the income criteria be fixed in such a way that the scope and scheme gets widened. Therefore, a reasonable income criterion has been fixed. The revised scheme will be mulled in the Cabinet soon."

Currently Rs.14,000 crore is being provided as loans to students annually under the existing higher education loan scheme.

But, many poor and meritorious students do not apply for the loan considering the interest and collateral security provisions.

The new scheme will however, bear the burden of education loan during the moratorium period.

Moratorium period is the duration of academic courses, in which, the student usually does not pay monthly installments for the loan, but the total interest for this moratorium period gets added to the principal amount once the repayment begins after the student gets employed.

The new scheme wants to cater to the non-creamy layer of the society.

The scheme is the promise of the UPA government's Common Minimum Programme that assured that nobody will be denied professional education no matter whether he/she is poor.

The scheme is expected to benefit around five lakh students and the interest burden on the government is expected to be nearly Rs.4,000 crore over the entire 11th plan period.

The Modern Educational Loan Scheme has been formulated by the Indian Banks' Association.

The loan facility will be available to those students who will take admission in professional courses offered by recognized institutions - government and private.

CAT 2009 Online from November 2009 - Computer Based Test (CBT) like GRE and GMAT

The Indian Institute(s) of Management
The Indian Institute(s) of Management (IIMs) finally decide to conduct the Common Admission Test (CAT) online. Almost three lakh students seeking admission into IIMs in November this year will be able to appear for the Common Admission Test online , as India’s premier management institutes seek to transform the over three-decade-old examination system and provide more flexibility to IIM aspirants by adopting an internet-based system reports the Economic Times.

The online CAT test will be based on the GRE-GMAT format. All questions will have multiple options. The IIM (Indian Institutes of Management) and other premier business schools have reportedly agreed to conduct the online test for CAT.

According to IIM Sources, there could be at least three sets of question papers, which will be used in different cities during the CAT Online Test. There may not be any significant changes in the question pattern, but timing could be factor while conducting the online tests. The new computer-based test (CBT) will be embraced by IIMs across Ahmedabad, Bangalore, Kolkata, Indore, Kozhikode, Lucknow and Shillong, and will allow students to select a date convenient to them from a specified period of 10 days.

“CBT CAT will be a candidate-friendly test in terms of flexibility in the selection of test date, ease of registration process, better physical environment and test experience,” professor Amarnath Krishnaswamy of IIM Bangalore (IIM-B) told ET.

The new system is also expected to help the IIMs cope effectively with the increasing number of candidates every year. While around 95,000 candidates took CAT in 2003, the number rose to about 250,000 last year, reflecting a growth of over 163% and bringing the administrative system under severe pressure.

Besides the seven IIMs, which conduct the exams, the CAT results are also used by 124 other management institutions to enroll students.
