UGC plans anti-ragging regulations before new session


Chandigarh: Admitting that mere Supreme Court guidelines are not enough to prevent ragging from spoiling the careers of students, the University Grants Commission (UGC) has decided to convert these into strict regulations before the next academic session.


"We have realised that more than a decade-old guidelines are not enough to curb the menace of ragging. So, we have formed a four-member committee that would convert these guidelines into regulations as regulations are more strong and easier to enforce on the accused students or the institution," UGC chairman Sukhadeo Thorat told reporters here on Sunday.


"The committee will submit its report in the next one or two months and we would circulate it in all the colleges and universities. We are taking this issue very seriously and the new regulations would be implemented before the start of next academic session."


This month alone, ragging caused the death of a medical student in Himachal Pradesh and led a girl engineering student in Andhra Pradesh to attempt suicide.


Thorat, who was in Chandigarh on Sunday, presided over the function of 58th annual convocation of the Panjab University.


He said the central objective of the UGC's 11th plan is to increase the enrolment of students in higher education where India is lagging behind many countries.


"In India, the enrolment rate to higher education has increased from 0.7 percent in 1950-51 to 11 percent in 2006-07. Among girls, the enrolment rate is only nine percent while among boys it is 17 percent," said Thorat.


"However, still we are far behind many developed countries where this rate is over 55 percent. Now our immediate target is to increase this rate to 15 percent in the coming months," said Thorat.


He said the UGC is working to create a comprehensive system where no student from poor or backward class remains away from higher education for the want of money. IANS

DU distance learning students left in the lurch

New Delhi: Many aspirants for government jobs have been left in the lurch after the Delhi University distance-learning course they undertook was not recognised by the recruitment body Staff Selection Commission (SSC).

SSC, a government recruitment body constituted by the government, has cancelled the candidature of all the students who graduated from School of Open Learning (SOL), University of Delhi, claiming their degrees were not recognised by the Distance Education Council (DEC).

"I have received a memorandum from SSC instructing me to get a certificate from DEC failing which my candidature will be cancelled," Subhash Chandra Tiwari, a graduate from SOL selected for the post of tax assistant, told sources.

The memorandum sent by SSC says, "If the universities offering Distance Learning Mode of Education are not recognised by the Distance Education Council (DEC), the degrees issued by it are not valid. Graduation is essential qualification for the above noted examination."

After completing the SSC examination that consists of a written exam as well as an interview, the candidates are appointed for posts such as excise, income tax inspectors and section officers.

When the source approached the DEC, he was told that they had no problem in recognizing SOL, but they had not been approached.

DEC director Manjulika Srivastava said: "We don't have any problem in giving them recognition but till now nobody form SOL has tried to contact us in this regard".

Delhi University SOL deputy registrar M.A. Shikandar argued: "We do not require any recognition from DEC as SOL, Delhi University is India's oldest institution providing distance education. Moreover DEC is governed by Indira Gandhi National Open University (IGNOU) and one university cannot give any kind of recognition to another."

"We are also challenging the issue in Delhi High Court Friday and we will soon get it sorted out," Shikandar said.

Delhi University has been providing higher education through distance learning since 1962 while IGNOU which came into being much later.

"In this fight of ego between the two organisations we are suffering. DEC is ready to give their recognition to Delhi University SOL but DU authorities think they will not seek affiliation from DEC as it is matter of prestige," Deepak Sharma, a SOL student who qualified for the post of excise inspector told sources.

"Around three hundred thousand students from across the country are enrolled in SOL in courses offered by the Delhi University," H.C. Pokhriyal, executive director, SOL told sources.

The selection panel has even started cancelling candidature of students who have failed to submit required certificates from the university regarding recognition of SOL by DEC.

Online admission for junior colleges back with a bang

Mumbai: No more waiting in the long queues for admission in the colleges, students can reap the benefits of online admission in junior colleges once again.

"There will be an online admission system across the Mumbai Metropolitan Region for class X students applying for the first year of junior college and the system is completely different from last year," Radhakrishna Vikhe Patil, State Education Minister said on March 25.

The system was launched for the first time in Mumbai last year. However, few months back, the state education department said there would be no online admissions this year, following complaints over technical snags last year.

"New policy and guidelines for online admissions, which will be more transparent and user-friendly compared to last year have been introduced. But the details on the new system cannot be divulged because of the model code of conduct at present," added Patil.

"I think this will reduce the tension related with the admissions in junior college and make the system more student-friendly,'' Fr Francis Swamy, principal of Holy Family School, Andheri, said.

"Even though parents are apprehensive but I think this will lessen the tension associated with junior college admissions. I would not rely on the system unless it was in place for a few years and found to be foolproof,'' Meher Marfatia, a parent of a class X student, said.

Maharashtra announces new date to conduct CET

Mumbai: The Maharashtra Common Entrance Test (MHT-CET), for admission to government technical and medical colleges will be held on May 12, this was announced yesterday.

The CET exam was earlier scheduled on May 7.

"Karnataka Government is also conducting its entrance exam on May, so we have decided to change the date of entrance exam," said Bhushan Gagrani, medical education secretary.

But May 12, also coincides with entrance test to BITS Pilani.

US seeks applications from Indian teachers to study English

New Delhi: The US-India Education Foundation is seeking applications from young Indians, currently teaching English at college level or training to be English teachers, to train them in the US universities. In return, they would be required to teach one of four Indian languages.

Grants will be offered in the coming academic year starting August or September 2009, a statement from the US embassy said here on Tuesday.

Under the foundation's Foreign Language Teaching Assistant Program, Indians teaching English, aged 21 to 29, would be recruited to teach either Bengali, Gujarati, Hindi or Urdu at colleges, universities and high school for nine months "while refining their skills and English proficiency and enhancing their knowledge of the US society and culture".

These selected teachers will be able to take courses in English teaching and US Studies as non-degree students.

The deadline for receiving applications for the programme is July 15.

UGC Chairperson, Sukhdeo Thorat has recently directed to Vice Chancellors of central, state and deemed universities to implement the recommendations.

It encompasses the introduction of semester system; examination reforms an inter-institution credit and transfer of students.

UGC will support the implementation of reforms with grants.

UGC has asked universities to adopt Choice Based Credit System (CBCS) to facilitate inter- institution transfer of students after the completion of a semester.

CBCS will also provide the facility of part completion of academic programmes in the enrolled institution to the specialized institution.

The panel has also said "All academic programmes will be a subject of upgradation every academic year and revision to a limited extent every three years.

Courses would be free to opt and students can earn elective credits within their university and even in other institutions

UPSC to conduct NDA, Naval Academy Exam on August 30

New Delhi: The Union Public Service Commission (UPSC) will conduct the National Defence Academy and Naval Academy Examination (II), 2009 on August 30, 2009 for admission to Army, Navy and Air Force Wings of NDA for 124th Course and Naval Academy for 44th 10+2 (Executive Branch) Course commencing from June 30, 2010.

Only unmarried male candidates born not earlier than 2nd July, 1991 and not later than 1st January, 1994 are eligible.

The minimum educational qualification for Army Wing of National Defence Academy is 12th Class pass of 10+2 pattern of school education or equivalent examination conducted by a State Education Board or a University.

New Delhi: The Union Public Service Commission (UPSC) will conduct the National Defence Academy and Naval Academy Examination (II), 2009 on August 30, 2009 for admission to Army, Navy and Air Force Wings of NDA for 124th Course and Naval Academy for 44th 10+2 (Executive Branch) Course commencing from June 30, 2010.

Only unmarried male candidates born not earlier than 2nd July, 1991 and not later than 1st January, 1994 are eligible.

Chennai: Southern Railway (SR) in Perambur is planning to establish a medical college with private participation at its existing hospital premises.

The expression of interest was called from resourceful medical institutions in the country on March 20 by the Chief Medical Director of SR for establishing and running the college at the cost of the institutions as per the regulations of Medical Council of India (MCI).

As per the MCI norms, the institutions should at least have 10 years experience in running a medical college and attached hospital.

The bid is also open for foreign institutions provided they abide by respective foreign medical regulatory authority norms.

The current 500-bed hospital on a 15-acre site of SR has to be shifted to a new location and the existing and the proposed new hospital will be available for establishing the medical college.

"The Perambur railway hospital has specialized in basic 15 disciplines and super specialized in 3 disciplines," said Medical Director.

The National Board of Examination (NBE) has accredited the hospital for recognition in postgraduate training. International institute like Royal College of Surgeons have also recognised it for imparting training in PG courses.

CBSE to introduce human rights as a new subject

New Delhi: Seeing the pathetic plight of children at the hands of care givers in Shimla and Mumbai, the National Human Rights Commission (NHRC) has vouched for the inclusion of human rights education (HRE) in the school curriculum.

The government also took serious note of the deteriorating human rights situation of children. The Human Resources Development (HRD) Ministry admitted that it had become important to introduce human rights education into school, college and university system.

Taking this grave matter into account, the Central Board of Secondary Education(CBSE) has prepared a blueprint of the draft syllabus for "Human rights and gender studies" subject.

It will be implemented from the next year as an elective courses in classes XI and XII.

The mooted question is the evaluation of children in the context. "we need to see the best ways to impart human rights knowledge to the children. But the draft syllabus is ready," said a senior CBSE official in a national conference in the capital.

The proposed subject will create awareness among children on violence, identity, rights vis-à-vis parents, use of language, culture and religion.

The CBSE wants to impart human rights knowledge through case studies like the Gandhian perspective. The content will vary according to the standard of class.

The conference was divided on the question whether human rights education would have a status of full subject or a simply as a extra- curricular activity executed through play, games and other exercises.

Evidence suggests children learn better through role play than the content imparted to them as a part of course. The conferences attended by education secretaries of all states.

The NHRC will come up with solution how to incorporate HRE at school and submit a report to the central and state government for its implementation.

"The knowledge and duties of human rights will bring changes in the life of children and thus such education is needed for everyone" NHRC chairperson Justice S Rajendra Babu said.

AMU College gets NBA accreditation

Aligarh: The National Board of Accreditation (NBA) has accredited with excellence, all the B.Tech programmes taught by the Zakir Husain College of Engineering and Technology at Aligarh Muslim University (AMU).

The All India Council for Technical Education (AICTE) has initiated the NBA for developing a quality-conscious system of technical education.

The NBA has been established by AICTE for proper planning, coordinated development and regulation of technical education in India.

"The NBA will provide accreditation to all the seven under-graduate programmes for the period of nearly five years, which will facilitate us in enhancing the image of the college and its attempt to become a top ranking institute of the country," avers an AMU official.

UGC takes stern steps to stop ragging

Chandigarh: The brutal death of Amann Kachroo, the 19 year old student of Dr. Rajendra Prasad Medical College in Himachal Pradesh has led University Grants Commission (UGC), to take stern steps to stop ragging in colleges.

This step was much awaited as the number of incidents of deaths due to ragging or attempt to suicide had been on a high for a long time. The UGC has threatened to block funding for colleges that are unable to stop ragging in their campuses.

"The commission has given an ultimatum to the educational institutions to either take preventive steps in combating the practice of ragging or face fund cuts from the commission," said Harminder Kaur Chauhan, UGC, Joint Director.

"A high-powered committee has been formed to overcome the malign practice of ragging from the next academic session. It is high time that educational institutions stop ignoring such crimes. I am worried for those cases, which are unreported due to the negligence on the part of college authorities," she added.

Campuses have not only ignored repeated warnings by the Supreme Court but also by the UGC as well . The Commission had asked colleges and universities to include punishment for ragging in their prospectus and brochures last year.

Awareness and involvement of the society will help in keeping this crime at bay. Parents should also play active roles in their children's life and not ignore any complaints by their children about ragging.

Tough, indirect Maths paper worries CBSE Class X students

New Delhi, March 14: Thousands of students sat for their Class X Central Board of Secondary Education (CBSE) maths exam in centres across the country and abroad on Saturday. Many found the paper “tough” while others felt the questions were “indirect”.

Many students at an exam centre here walked out with tired frowns on their faces.
“The paper was tough. I just about managed to finish it,” said Amandeep Mohla, a Class X student of Army Public School, Dhaula Kuan.

Another student Akhand Singh found the paper very application based.
“There were few standard questions, the paper was very application based,” Singh said. Himani Sagar of the Daisy Day Public School, whose exam centre was in the Mother's International School at Sri Aurobindo Marg, said many questions were indirect.

“I thankfully remembered my theorems and formulae, so was able to attempt all indirect questions,” said Sagar.

This year over 1.45 million students are sitting for the board examinations at over 5,000 centres spread across the country and abroad. Of them, 824,438 students are Class 10 students and 637,578 students are of Class XII.

Several medical and engineering coaching institutes, hoping to woo prospective clients, had hung up colourful banners wishing the students good luck and distributing pens at centres. (IANS)

Centre orders inquiry into Himachal medico’s death

NEW DELHI: The Centre ordered late on Tuesday night an enquiry into the death of a first year medical student Aman Kachru.


Aman was allegedly beaten to death by his seniors at Dr. Rajendra Prasad Government Medical College at Kangra in Himachal Pradesh.


Describing the death due to ragging as unacceptable, Union Health and Family Welfare Minister Anbumani Ramadoss told The Hindu that the Union Health Secretary and the Director General of Health Services would look into this case, along with the overall ragging scenario across the medical colleges in the country.


Referring to the report prepared by the Raghavan Committee on preventing ragging in educational institutions, Dr. Ramadoss said the question was of implementing the recommendations endorsed by the Supreme Court.


“Some States like Tamil Nadu are doing exceptionally well, while some are lagging behind, like this particular government medical college in Kangra.”


The enquiry would also go into the implementation of the recommendations of the Raghavan Committee.
Dr. Ramadoss said the college had been given Rs. 150 crore for upgradation in the current financial year. THE HINDU

Visakahpatnam: The Andhra University in association with the Nippon Care-fit Service Association Centre for Gerontology, Japan is conducting a three-day gerontology international synthesis conference from today.

The conference is scheduled to be inaugurated by former President A.P.J. Abdul Kalam.

The conference is being organized with the theme "youth is a gift - age is an art". This is for the first time the conference is being held outside Japan.

The keynote address will be delivered by Edward F. Ansello President of International Gerontology Association and a professor from Virginian Commonwealth University.

A book written by HoD of Psychology and organising secretary of AU-NCSA centre M.V.R. Raju will also be released by Dr. Kalam.

UGC recognizes Deenbandhu Chhotu Ram University

Sonepat: The University Grants Commission (UGC) recently granted recognition to the Deenbandhu Chhotu Ram University of Science and Technology, Murthal.

The recognition was granted under section 12-B of the UGC Act. A team of seven members had visited the University for inspection on January 23 and 24. The report was then submitted to the UGC.

Hyderabad: The National Assessment and Accreditation Council (NAAC), a statutory body of the University Grants Commission (UGC) recently conferred grade 'A' to the Maulana Azad National Urdu University (MANUU).

The University has been awarded a score of 3.23 by the NAAC.

Expressing satisfaction over this achievement, MANUU Vice-Chancellor A.M. Pathan said, "We achieved this score only because of our hard work."

The working of the University was examined by the NAAC team on February 26, 27 and 28.

IGNOU to open training centre in Orissa

New Delhi: The Indira Gandhi National Open University (IGNOU) will soon start a vocational education and training centre in the Kandhamal district of Orissa.

The centre will be known as the IGNOU Institute of Vocational and Educational Training and will train local talent for gainful employment.

With an aim to provide university-level education to the many talented deaf and speech-impaired students in developing countries, IGNOU has also decided to join hands with the University of Central Lancashire (UCLan) to launch the first Sign Language B.A. programme.

The BA in Applied Sign Language Studies (BAASLS) is the first-of-its-kind venture by any institute in the world. This programme will not only educate millions of deaf and speech-impaired students but also make them independent and empower them.

New Delhi: Delhi University (DU) will conduct the Combined Entrance Examination (CEE) on May 30, 2009. The CEE is conducted by DU for admission to first semester of Bachelor of Engineering courses at the Delhi College of Engineering (DCE) and Netaji Subhas Institute of Technology (NSIT).

Indian national candidates having passed senior secondary examination with minimum 60 percent marks or more from any recognized school or college or institute situated within the territory of Delhi are eligible for the exam.


The candidates who are appearing in the qualifying examination are also eligible for CEE 2009.

IGNOU starts skill training to enhance employablility

New Delhi: The Indira Gandhi National Open University (IGNOU) on Monday announced starting of skill building courses for students to enhance "employability".

The courses are a result of a memorandum of understanding signed in August 2008 between the university and the Confederation of Indian Industries (CII).

"Various industries are facing an acute shortage of certified skilled people. These courses will cater to localised demand of skill and capacity building - it will link education to employability," V.S. Rajasekharan Pillai, vice-chancellor of IGNOU, told sources here.

"Only five percent of India's work force is certified in some skill. This is over 80 percent in South Korea and 90 percent in developed countries. This time of economic recession is the best time to think of training, capacity building and up scaling institutions," Pillai said.

In the first phase, the university will operate in 52 centres in 42 cities spread across 16 states in the country.

The travel and tourism course have a capacity of 6,300 students, while the security and fire safety course can cater to 3,600 students. Spoken English and personality development courses can cater to 3,000 students, in all targeting 12,900 students, Pillai said.

"This is a lower-end programme so students who are class 8, 10 and 12 pass will be eligible," Pillai informed.

The first level of each course will be of six months and the advanced levels will be for 12 months. Distance learning, capsule learning and online training will also be provided along with practical hands-on training.

While 50 percent of the students will be sponsored, the remaining will not receive any direct financial assistance, Pillai said.

The objective of the tie-up is to make education "practically relevant to industrial and business application".

"This skill training courses are based on research and assessments in various industries - the training will be tailored to fit local needs and strengthen human capital," said Vijay Thadani, member CII and chief executive officer National Institute for Information Technology.

CII's role in the future will be to coordinate internships and final placements for students.

"The next phase will be to expand the outreach of the existing courses. We will soon prepare courses for paramedics and IT support industry, where again there is shortage of skilled trained human resource," Pillai said. IANS

Indian nationals residing abroad and foreign nationals have to remit US $100 by bank draft payable to "NIPER-JEE 2009".

Candidates desirous of obtaining information brochure by post should clearly mention the name of the programme in the application and on the top of the envelope carrying the request letter.

IGNOU, UCLan to launch Sign Language BA programme

New Delhi: With an aim to provide university-level education to the many talented deaf and speech-impaired students in developing countries, the Indira Gandhi National Open University (IGNOU) and University of Central Lancashire (UCLan) have come together to launch the first Sign Language B.A. programme.

The BA in Applied Sign Language Studies (BAASLS) is the first-of-its-kind venture by any institute in the world. This programme will not only educate millions of deaf and speech-impaired students but also make them independent and empower them.

The five-member team of UCLan and its centre, International Centre for Sign Language and Deaf Studies (iSLanDS), are in discussion with IGNOU over the viability of this academic development in India.

The iSLanDS Centre is working in partnership with the Inter-University Consortium for Technology-Enabled Flexible Education and Development at IGNOU on the Distance Education for Sign Language Users project, and on establishing a College for the Deaf in India.

The second stage of discussion will be held on May 11. Apart from the academics and experts, UCLan's educators from the quality assurance department may also be a part of the degree programme and may sign a formal agreement.

"Subject to validation, this new course will begin in summer 2009 with a preparatory year of foundation studies; the first year BA will begin in 2010. The pass-out students will be conferred with two degrees, one from IGNOU and the other from UCLan," said Prof. Ulrike Zeshan, Director of iSLanDS.

The Foundation Studies course is a one year full time programme. Students study six modules focusing on English literacy and various study skills (IT skills, personal development planning, etc). All modules are taught and assessed through sign language and are specifically designed to meet the needs of deaf learners.

There will be two coordinators for the programme, Prof. Ulrike Zeshan from UCLan and Prof. Ramanujam from IGNOU.
