Prakash and Mandakini Amte get Magsaysay Award

Nagpur: Prakash and Mandakini Amte, the physician couple who have won this year's Magsaysay Award for community leadership, have been running a hospital, a school and development centre in Maharashtra's Gadchiroli district since 1974. Prakash is the son of renowned social worker Baba Amte, a Magsaysay award winner himself.
Prakash, 60, and Mandakini, 62, who studied at Government Medical College, Nagpur, plunged into social work immediately after getting their degrees, starting a health centre at Hemalkasa in the middle of an area inhabited largely by the Maria Gonds tribesmen.
For decades, they have worked under the shadow of Murlidhar Devidas Amte, revered as Baba Amte, who died on Feb 9 this year.
Shunning the attractions of private medical practice, the couple opted to live and work among the 100,000-strong Maria Gonds.
The area in which they serve includes parts of Madhya Pradesh, Chhattisgarh and Andhra Pradesh in the very centre of India.
Mandakini told sources on phone from Hemalkasa on Thursday afternoon that although they never hankered for any recognition, "we are glad that our efforts are acknowledged".
"This award will help us take our work even further, and even inspire our children and others to work with renewed dedication for the tribals here," she said.
The children have already joined them. Older son Digant and his wife Anagha are, like Prakash and Mandakini, a physician couple. They work at the Hemalkasa hospital. Younger son Aniket looks after the school which now has 600 residential students, including 200 girls.
A high-ranking government official who knows the couple, toldsources on Thursday that although Prakash and Mandakini could have served in Anandvan, the rehabilitation centre for lepers founded by Baba Amte, they decided to go to Hemalkasa where they faced a tough life, hardships at every step, shortages of food, medicines, risks of diseases and threats from Naxalites.
Often called the 'Albert Schweitzer couple of India,' Prakash and Mandakini have spent their lives treating, completely free, about 100 patients on an average day. The injuries they treat sometimes include those inflicted by wild animals.
They also set up a shelter for orphaned wild animals at their Hemalkasa home, which became a magnet for people from miles around.
Completely in empathy with the residents among whom they live, the Amtes made a hospital ward open to the skies. Some of the treatment is held out in the open too.
Mandakini said that when they first went to Hemalkasa and set up the hospital, the tribals were illiterate. "There was only one person, that too a migrant from a neigbouring state, who was SSC (high school) pass. Then we decided to start the school since education would help the tribals assimilate themselves faster into the social mainstream."
Later the government helped start other small schools and medical clinics, and several non-governmental organisations followed suit. "But there's still a long way to go," Mandakini said.
The Amtes provide a host of services - medical, education, awareness of hygiene since the area is vulnerable to epidemics like malaria, and helping the adults get jobs.
Last year, they were refused a US visa on grounds of being "too poor, with no known sources of income". They had been invited as guests of honour at the biennial convention of Bruhan Maharashtra Mandal of North America in Seattle.
Following a public outcry, they were given the visas and managed to attend the convention. IANS

Aligarh Muslim University to run Islamic insurance course

Aligarh: Aligarh Muslim University (AMU), which has decided to introduce a course in Islamic banking from the next academic session, will also offer separate courses in Islamic insurance and finance, a university official said on Thursday.
"The varsity intends to start these courses to cater to the ever increasing demand for trained personnel in Islamic insurance and finance sectors," AMU spokesperson Rahat Abrar told sources.
The Islamic insurance course will be a diploma course, while Islamic finance will be a two-year masters programme, he added.
The two courses have been recommended by a three-member committee appointed by AMU Vice Chancellor P.K. Abdul Azis to work out the feasibility of offering courses on Islamic banking including the possibility of establishing a new department dedicated to the subject, the official said.
For preparing the syllabi of courses in Islamic banking, finance and insurance, the committee consulted experts from Harvard University's Islamic Forum, University of Durham in Britain, the National Commercial Bank of Saudi Arabia and several other institutions, the official added. IANS

IIT-JEE topper bags gold at International Physics Olympiad

Patna: Bihar boy Shitikanth Barnwal, who topped this year's Joint Entrance Examination (JEE) for admission to the prestigious Indian Institutes of Technology (IITs), has won the gold medal at the 39th International Physics Olympiad.
Hundreds of students from 85 countries participated in the Physics Olympiad, which was held in Hanoi, Vietnam July 22-28.
"It was my childhood dream to bag the gold medal and at last I won it by hard labour," an upbeat Shitikanth said on Thursday.
"The Indian team won four gold medals and a silver medal. It was a wonderful experience," the 18-year-old told sources over telephone from Mumbai. Shitikanth had the highest aggregate score among Indians.
Shitikanth, who hails from Patna, left for Mumbai to prepare for the Physics Olympiad soon after the IIT-JEE results came out in early June.
Shitikanth's parents, Arun Kumar Barnwal and Anita Barnwal, said they were proud of his achievement.
"He was able to win the gold medal due to his hard work," Arun Kumar said.
Shitikanth says physics is his favourite subject but finds chemistry, especially inorganic chemistry, very tough.
"I love studying Physics. I have no problem in Physics. I'm also fond of maths," he said.
Shitikanth will join IIT Kanpur on Aug 1. "My aim is research. I am keen on higher studies," he said. IANS

Kerala announces 5,000 scholarships for Muslims

Thiruvananthapuram: The Kerala government on Wednesday announced 5,000 scholarships for Muslim students.
Chief Minister V.S. Achuthanandan told reporters that the steps for the welfare of the minority community were being taken after a report was submitted by Local Administration Minister Paloly Mohammed Kutty, who studied the Sacchar Committee recommendations."We have decided to give 5,000 scholarships to Muslim students who pursue graduate and postgraduate courses. They will be eligible (to get) Rs.3,000 to Rs.5,000 every year," Achuthanandan said addressing a news conference here after the weekly cabinet meeting.Muslim's in Kerala account for 24 percent of the 32 million population."It has also been decided to set up a welfare fund and also extend pension benefits to madrassa teachers. Monthly stipends would be provided to all Muslim students who stay in hostels to prepare for competitive exams also," said Achuthanandan.

Patna: Decks have been cleared for establishing the Aryabhatt Knowledge University at the Bihar capital here, a minister said on Wednesday. The varsity is named after a famous astronomer and mathematician of ancient India.
Bihar Human Resource Development Minister Hari Narayan Singh on Wednesday said that the state assembly has passed the Aryabhatt Knowledge University Bill, 2008 for setting up the university.
"After the assembly passed the bill on Tuesday, work will soon start for setting up the university," Singh said.
He said that university is being established with the objective to regulate and add value to institutions imparting education on modern science like Information Technology, Nano-technology and Bio-technology.
After initiating a move to set up an international university in Nalanda, the Bihar government drew up a blueprint for setting up Aryabhatt Knowledge University last year.
The proposed university, an autonomous body, will grant affiliation to the government and private technical institutes in the state and act as a regulatory body for maintaining standards in these institutes. Medical colleges of the state will also be brought under the jurisdiction of this university.
"The prime objective of setting up the university is to develop professional education in response to the changing demands of the competitive world," an official said.
Once the university comes into existence, it will act as a single-window clearance system for maintaining a uniform policy as far as technical educational institutes in the state are concerned, the official said. IANS

Kozhikode: Kerala's second Institute of Hospitality Management and Catering Technology (IHMCT) will start functioning from next month, state Tourism Secretary V. Venu said here on Wednesday.
The institute will start functioning from a temporary facility here on Aug 4. A five-acre plot in Kozhikode city has been identified to locate the institute and the work on the building is expected to be completed in three years.
The central and state governments together will spend Rs.156.5 million to set up the institute. Initially, the institute will offer three-year graduate course in hospitality management.
"The institute is a milestone in the effort of the tourism department to provide higher education in the field of hospitality management. The selection of the students will be based on the examination conducted at the national level," Venu said.
The tourism secretary said compared to the rest of Kerala, the six northern districts in the state are attracting only a limited numbers of foreign tourists.
"These districts lack in tourism infrastructure."
"Only six percent of the total available rooms in the state are located in these area. The foreign tourists visiting these districts constitute only five percent of the total arrivals in Kerala," he added. IANS

Now, IIMs attract NRI students

NEW DELHI: Indian Institutes of Management (IIMs) have always been the dream destinations for youngsters in the country aspiring to make it big in the corporate world. But brand IIM has also managed to attract a good number of NRI students. This year, the number of NRI students who have joined IIMs had gone up considerably. There was only one NRI student at IIM Bangalore’s post graduate program (PGP) last year while there are five who have joined IIM-B this year. Similarly, 11 students have joined IIM Ahmedabad this year vis-a-vis only six last year. At IIM Calcutta, while nine NRI students joined last year, 14 have joined this year, and at IIM Lucknow, five have joined this year compared to just two last year. “India is an attractive economy which is emerging at the global level. We see a lot of Indians coming back home to work here and also many expats who choose India as their workplace. This, coupled with attractive offers from various MNCs which come to IIMs to offer jobs in India or anywhere around the world, has attracted many NRI students. We will see the numbers only increasing in the coming years,” said IIM-A director Sameer Barua. For Varun Bhandari, who did his B.Sc. (Economics ) from the London School of Economics and has worked in investment banking with banks like Deutsche and HSBC in London, seeking admission in IIM-B is a preferred way to come back home. “An MBA from IIM not only gives you an elite Indian branding, but also costs a fraction of overseas MBAs,” says Varun.

Similarly, Sumant Bhutoria, who did his masters in electrical engineering from Arizona State University , US and worked there for over three years, has opted for IIM-A and hopes to lay down a career path in the financial services sector. On the other hand, Aastha Sahdev, who is pursuing PGP at IIM-C does not want to restrict herself to India in the immediate future. She would like to work for the county eventually, especially with organisation like the United Nations. She did her masters in environmental engineering from University of Toronto. The route for these NRI students is not through CAT, but GMAT. Every IIM sets a cut-off for the GMAT score as well. According to an IIM student, while IIM-A had a cut-off of 760 for GMAT this year, at IIM-B and IIM-C , it was 700. Not only that, NRI students have to shell out extra money to pay the fees as well. For instance, while the PGP fees for resident candidates is Rs 6-7 lakh at IIM-C , the same is Rs 16 lakh for NRI students.

Scholarship schemes for minorities approved

New Delhi: The Government has approved three scholarship schemes for students belonging to minority communities of India with 30 percent earmarked for girl students. The scholarships were approved last week under the prime minister's new 15-point programme for the welfare of minorities."The minority affairs ministry has announced merit-cum-means based scholarship, post-matric scholarship and pre-matric scholarships for students from minority communities," a ministry official said.The merit-cum-means scholarship is for students going for technical and professional courses at undergraduate and postgraduate level. "Under this scheme, 20,000 new scholarships will be provided every year. Already 17,182 scholarships are sanctioned to 28 states and union territories," the official said.The students of Class 11 to PhD level will be able to avail the benefits of post-matric scholarships provided by the ministry."The scholarships also cover technical and vocational courses. The government has targeted 1.5 million scholarships for the Eleventh Five Year Plan under this category," the official said. The government has already announced 55,771 scholarships for students in 26 states and union territories. Of these, 57 percent will be given to girl students. Under pre-matric scholarships, the admission fee and tuition fee will be reimbursed for students of Class 1 to Class 10 of minority communities."There are several other scholarships for providing coaching to students for professional courses," the official said. Prime Minister Manmohan Singh announced the welfare programme for minorities in 2005 with a vision to enhance opportunities for education for minority communities besides improving their conditions of living. IIT-Kharagpur to tie up with 15 foreign institutes

Kharagpur (West Bengal): The Indian Institute of Technology-Kharagpur (IIT-K) will soon collaborate with 15 foreign universities for academic and research activities, the director of the institute said here on Friday.
"We are all set to have collaborations at different levels with as many as 15 foreign universities and institutes, including Cambridge University, University of South Wales, Swiss Federal Institute of Technology of Zurich and Dresden University of Germany soon," Damodar Acharya said at the 54th Annual Convocation of IIT-K.
Among the other varsities in the line-up are University of British Columbia, City University of Hong Kong, Virginia Commonwealth University and University of Birmingham.
Acharya added that the institute has already signed memorandum of understanding with several universities in the US, Germany, Korea and Italy including University of Tokyo, Technical University of Berlin and University of Warwick for academic tie-ups.
"We are also setting up a global venture laboratory in collaboration with Finland's Jyvaskyla University and University of California at the institute's Science and Technology Park (STEP) to improve skills of the budding entrepreneurs," the director said.
He said that the the institute will also help other institutes of learning in the country to grow.
"This year, for the first time, a new institute - IIT-Bhubaneswar - has started operating under IIT-Kharagpur's mentorship. We have also increased the average of PhD holders from 12 to 17 a year from the present session."
"We have increased student intake by 13 percent for the year 2008-09 and have decided to increase it upto 54 percent in 2010-2011," he said.
Acharya said the institute is also considering two new five-year dual degree courses with under graduate in any branch and masters in financial engineering or engineering entrepreneurship. IANS

Chandigarh: In a one-of-its-kind morale booster for government school students, Chandigarh's education department has awarded laptops to two Class 12 toppers - one a student in a city government school and the other a rural school student.Laptops have been awarded to Pankaj Kumar and Lakshay Manchanda, toppers in the government school category in village and city, respectively.Lakshay was a student of Government Model Senior Secondary School (GMSSS) in Sector-16 and scored 94.6 percent in the commerce stream in Class 12 and Pankaj Kumar, a student of Government Senior Secondary School, Mani Majra town, scored 88 percent in the vocational stream in Class 12."It came as a surprise to me when I came to know that the administration is awarding a laptop to me. I knew that I will secure good marks but I had never thought of topping in the entire city," said a jubilant Manchanda."I have taken admission in B.Com honours at Sri Ram College of Commerce (SRCC) in New Delhi. Then, I will do an MBA from some top college of the country after gaining one-year work experience following graduation from the college," he said.Kumar said: "It is just like a dream come true for me as I was badly in need of a computer but was not buying it because of its hefty price. Now I am determined to do more hard work and bring more laurels to the city. I owe my success to my parents and teachers."There are over 100 government schools in Chandigarh which are sought after among students from Punjab, Haryana and Chandigarh. Fake admission row hits Stephen's

NEW DELHI: The Christian quota at St Stephen's College is in the eye of a storm again. The college is now investigating the documents submitted by a student who got admission under the Christian quota but whose documents don't bear out the proof. Interestingly, the matter only came to light after an RTI was filed on July 9 asking for information on the number of Christians who had been admitted this year under the quota. Said a senior teacher of the college, "Though the college has three levels of scrutiny for every application, this student's documents seemed to have been missed by everyone. It's only after the RTI was filed that the mistake was discovered." The student, a girl from UP who had enrolled for BA programme, had apparently submitted her baptimism certificate but not the confirmation certificate, which is issued by the Bishop of the Diocese. The college requires not only the baptimism but also the confirmation certificate, a fact that seems to have been overlooked by the pro tem administrator - who scrutinised the Christian applications separately, the non-teaching staff - who went through the relevant documents before calling the candidate for interview, and even the interview board chaired by the pro tem - which was supposed to ask the candidate to produce all documents if admission is required. Pro tem administrator, M S Frank, admitted that an enquiry into the case had been set up. "It now appears that the girl, who was given a seat reserved for Christian candidates, may not be a Christian," said Frank. When asked who had filed the RTI which led to discovery of the fake certificates, Frank said, "It's not pertinent to know who sent the RTI query. What is more important is bringing out the truth." Sources in the college added that the mistake was found out as the girl had claimed to be from the Church of North India (CNI), a category from which there were few applications. "This year, the supreme council decided to set aside a separate quota for candidates from CNI late into the admission process. Since all Christian candidates who got above 60% were being called, this girl, being from CNI, could easily get admission with a 66.5%," added the source. However, once the RTI was filed, the college went through her documents once again and it was found that her confirmation certificate was missing. When the college authorities contacted the girl to know about the missing document, her parents reportedly told them that the certificate was lost. They later provided the required certificate to the pro tem administrator. But certain discrepancies were found in the certificate after it was scrutinised, say sources. Meanwhile, spokesperson of the college, Sunil Mathews, refused to comment on the issue.

When asked who had filed the RTI which led to discovery of the fake certificates, Frank said, "It's not pertinent to know who sent the RTI query. What is more important is bringing out the truth." Sources in the college added that the mistake was found out as the girl had claimed to be from the Church of North India (CNI), a category from which there were few applications. "This year, the supreme council decided to set aside a separate quota for candidates from CNI late into the admission process. Since all Christian candidates who got above 60% were being called, this girl, being from CNI, could easily get admission with a 66.5%," added the source. However, once the RTI was filed, the college went through her documents once again and it was found that her confirmation certificate was missing. When the college authorities contacted the girl to know about the missing document, her parents reportedly told them that the certificate was lost. They later provided the required certificate to the pro tem administrator. But certain discrepancies were found in the certificate after it was scrutinised, say sources. Meanwhile, spokesperson of the college, Sunil Mathews, refused to comment on the issue.

New Delhi: Human Resource Development (HRD) Minister, Arjun Singh has said that the state governments have agreed to take immediate action against fake universities and dubious institutions under the Indian Penal Court (IPC). Arjun Singh said this while addressing the press on the conclusion of two-day conference of Ministers of State Governments of Higher & Technical Education here today. He also briefed the press about the consensus that emerged at the end of the deliberations in the two-day conference.The Minister had convened a meeting of Higher and Technical Education Ministers of State Governments at Vigyan Bhawan, New Delhi on the 23rd and 24th July, 2008.Chief Minister of Goa, and Uttarakhand, Lt. Gov. of Anadaman & Nicobar Islands, Chairman of Andhra Pradesh State Council for Higher Education, Vice Chairman, Kerala State Higher Education Council, 25 State Technical / Higher Education Ministers and 29 State Technical/Higher Education Principal Secretaries/ Secretaries/ Commissioners participated in the conference. The Conference had been convened by the HRD Ministry in the backdrop of an over 9 times increase in the XI Central Five Year Plan allocation for Higher and Technical education, compared to the allocation for Education in the X Five Year Plan.The discussions during the conference revolved around the new initiatives proposed to be undertaken in Higher and Technical Education during the XI Plan, the rationale and strategy for educational reforms and the role of states in Higher and Technical Education in the implementation of new initiatives and reforms. It is also proposed to incentivise the state governments for starting new institutions of higher and technical education apart from expansion and development of the existing institutions. The UGC is planning to give one time assistance for development of the State Universities and colleges not presently covered under Section 12 B of the UGC Act on equal sharing basis with State Governments so that they become eligible for UGC grant under 12 B of the UGC Act. In the case of private aided institutions, 20 percent contribution has been stipulated for the private trusts/societies with this being 10 percent in rural areas and 5 percent in tribal areas. "Implementation of these new initiatives would need active support and participation by the state governments for them to be successful. The states will also have to considerably raise their spending on education if the target of public expenditure on education reaching 6 percent of GDP has to be achieved", Arjun Singh said.

Veer Singh takes over as NALSAR vice-chancellor

Chandigarh: Veer Singh, professor emeritus from the department of law of the Panjab University, on Monday took over as vice-chancellor of the National Academy of Legal Studies and Research University (NALSAR), Hyderabad.A notification to this effect was issued by the NALSAR University registrar and was received by Panjab University here.The notification stated: "The chief justice of the Andhra Pradesh High Court and chancellor of NALSAR University of law, Hyderabad, has appointed Prof. Veer Singh as vice-chancellor of the university for a term of five years with effect from July 21." Veer Singh joined Panjab University in 1970 and has held many prominent positions including dean of university instruction and chairperson, department of law. Shimla: The Himachal Pradesh government has sought Prime Minister Manmohan Singh's intervention to start an Indian Institute of Technology (IIT) in the state from the current academic session.
In a letter Chief Minister Prem Kumar Dhumal said: "The government is willing to provide all facilities to start an IIT at a temporary location till necessary infrastructure has been created. The government has already identified a piece of land in Mandi district for setting up of the IIT."
The institute could be started temporarily at the National Institute of Technology, Hamirpur, he said.
The central government on Thursday decided to set up an IIT in the state to start functioning from 2009 academic session.IANS

Educational institutes under fire for unauthorised foreign tie-ups

NEW DELHI: Technical education institutes and B-schools competing with each other to find partners abroad have run into trouble with the authorities terming many such ties-ups as illegal. The All India Council for Technical Education (AICTE), the regulator of technical educational institutions in India, has since late June served notices to over 104 institutes for partnering foreign universities without AICTE's approval. The AICTE has also served notices to 169 other institutes, including some of the big names in the private education sector, for conducting unauthorised technical courses. Perturbed over the spate of advertisements by private educational institutes during the admission session, the government in April asked AICTE to take action against those making false claims, especially about their foreign alliances and deemed university status. The state governments, too, were asked to take action against institutes that have unauthorised alliances and ran courses without proper approval. "Very few such institutes have sorted out the issue with us," said one AICTE official. Most of these institutions are in Delhi, Maharashtra and the southern states. "We have asked states to close down institutions and take legal action against those who have violated the norms," the official said. Minister for Human Resource Development Arjun Singh in April expressed his strong reservations about the foreign tie-ups of many private educational institutes. The government later asked the AICTE to make its regulations for foreign institutes' entry stricter. The University Grants Commission (UGC) was also asked to adopt stricter norms for granting deemed university status. Since then, the AICTE has been collecting information in newspaper announcements, websites, complaints received from students, the public and other sources on institutes conducting technical courses. According to AICTE's 2005 regulations for foreign universities entry into India, it can monitor the operations of foreign institutes that provide technical education in India. The regulations also apply to Indian universities and institutes. "Any other educational activity carried out in India, in any manner, by a foreign university or institution is also regulated by the AICTE," the official said.

IGNOU to train students for career in BPO

New Delhi:The Indira Gandhi National Open University (IGNOU) will soon start a diploma programme to train students from across the country to take up jobs in business process outsourcing (BPO) firms, well known as call centres.
This will be a one-year diploma course conducted jointly by Accenture Services, a Bangalore based global technology service and outsourcing company.
"You know the BPO situation in our country. It's a growing industry and the number of trained manpower required is huge. Here we have stepped in to provide trained human capital," IGNOU spokesman Ravi Mohan told IANS.
Mohan said the varsity has already signed an agreement with Accenture. Candidates who have passed 10+2 or equivalent can apply for the course.
"It is just not outsourcing for foreign companies, many Indian companies, government offices too have opened and will open call centres for better customer relations.
"This course will create a pool of professionals who will be able to handle the job better and reduce attrition rate," Mohan added.
Those having IGNOU's certificate course in communication skills will have an edge but alternatively students shall be screened through a communication evaluation test.
The specialization would be offered in finance and accounting, insurance, banking, human resources, sourcing and category management, customer contact services, health care, pharma, engineering services, equity research, capital markets, order management and technical writing and learning services.
IGNOU shall ensure that the course will be imparted through a mix of education delivery channels across India including print, CD, web-based learning materials, contact sessions and simulated exercises labs for language and application learning. IANS

Phil scholar at Cambridge University will head for St. John's College, Cambridge, to pursue their doctoral fellowship, the British High Commission said here on Friday."I always dreamt of being able to go to Cambridge. Probably because I heard that Isaac Newton studied there. The desire was very persistent, so much so, that it can safely be called a childhood dream," said Banerjee, who calls nature photography as his major hobby.Earlier this year, the St. John's College had launched the Manmohan Singh Scholarships in honour of the Indian Prime Minister, who is a graduate and honorary fellow of the college.Though academics are high on the agenda, all three winners have wider interests. While Banerjee is passionate about nature and spends his free time capturing its different aspects with a camera, Patnam is an avid climber and mountaineer and has formally trained at the Indian Mountaineering Federation. Maharashtra to open 1,600 colleges to clear admission rush

Mumbai: The Maharashtra Government has decided to open 1,600 new colleges all over the state this year to provide relief to thousands of students who have recently passed out of school but have not secured admission to junior colleges. Education Minister Vasant Purke announced this while responding to a discussion on schools and higher technical education and the plight of students, initiated by the opposition parties in the state legislative assembly on Friday.Assuring that "not a single student will remain without admission this year", Purke said that since the pass percentage of students in the state was higher this year than in 2007, more divisions and more colleges were needed.He said that while the decision to start more divisions in existing colleges was already taken, the government will go ahead and start 1,600 new colleges from the current academic year. The government was committed to ensuring that each student who passed out of school this year gets a seat in a college of his or her choice.The list of the new colleges with the number of seats, their locations and the courses offered would soon be announced and displayed on the state government website, he said.
