PM launches INSPIRE scholarship programme

New Delhi: With an aim to reach one million students and teachers in the next few years, Prime Minister Dr. Manmohan Singh today launched INSPIRE (Innovation in Science Pursuit for Inspired Research), a scholarship programme of the Department of Science & Technology (S&T).

The scholarship programme, announced by the Prime Minister at the last Indian Science Congress, aims at strengthening the roots of the knowledge infrastructure in India.

The underlying philosophy behind INSPIRE is based on the role that excitement, motivation, mentoring, promotion of excellence and assured career opportunities in research, play a key role in nurturing a meritorious scientist.

Launching the scholarship programme, Dr. Singh said, "I am extremely pleased to launch the Innovation in Science Pursuit for Inspired Research or the INSPIRE scheme of the Department of Science & Technology."

He also gave credit to Mr. Kapil Sibal, the Minister of Science and Technology, for bringing this innovative and landmark programme to fruition.

Dr. Manmohan Singh declared that the Central Government has allocated an amount of Rs.2100 crores for the scheme in the Eleventh Plan Period.

"These allocations have been made to keep the Government's commitment to provide strong policy and financial support to the growth of the S&T sector in the country", he said.

He also emphasized that the Indian Government is committed to do all that is necessary to rejuvenate research in the university sector.

On the occasion, he also talked about the recent scheme of the Ministry of Science and Technology, named Promotion of University Research and Scientific Excellence (PURSE).

Dr. Singh was pleased and delighted to know about the increasing number of publications in Science Citation Journals in the world published from India.

India has been registering an annual growth of about 10 percent during the last few years. A total of 14 universities are among the 35 high productivity S&T institutions of the country whose contributions figure significantly in such publications during the last ten years.

"All these are signs of modest gains for a country with vast underlying scientific potential", he added.
