IGNOU can address skill deficit among youth - Vice chancellor

New Delhi: The Indira Gandhi National Open University (IGNOU), with its country-wide network, has the greatest potential to tackle the issue of skill deficit among youth, the varsity's vice chancellor V.N. Rajasekharan Pillai said on Tuesday.

Pillai said the varsity's over 3,000 study centres "can network with the local educational and training institutions for providing modular skills in different trades and vocations... skill upgrading initiatives should be taken up by the various units of our university."

He added that the government has declared 2010-2020 as the 'Decade of Innovation' and we need to achieve inclusive and sustainable growth in education, skill development, health care, energy, agriculture and infrastructure.

"Creating opportunities for our youth to become the largest pool of skilled and technically trained human resource is the greatest challenge before us in this decade.

"It is estimated that India has the capacity to create 500 million certified technicians and skilled workers by 2020. This would provide employment opportunities to our young people and the large number of school drop-outs," added Pillai.

IGNOU has presence in 36 nations and partners with 60 institutions. The university has signed over 50 collaborations with top universities in Asia, Europe, Africa, Australia, South America and the US. IANS

UPSC Indian Forest Service Exam on July 9 2011

New Delhi: The Union Public Service Commission (UPSC) will hold the Indian Forest Service Examination, 2011 commencing from 9th July, 2011. The examination will be held at various centres across the country.

Candidates are required to apply online only on the website www.upsconline.nic.in. Detailed instructions for filling up online applications are available on the website.

All online applications can be filled up by April 18, 2011 till 11.59 p.m. after which the link will be disabled.

The candidates residing in certain remote areas specified in Para 6 of the detailed notice published in Employment News/Rozgar Samachar dated March 19, 2011 have the option to apply offline by using the New Common Application Form (Form-E) devised by the Commission for its examination, which can be purchased from the designated Head Post Offices/Post Offices (specified in Appendix-III of the Notice published in Employment News/Rozgar Samachar) throughout the country.

All offline applications, if any, received from candidates residing in normal areas/abroad, shall be rejected by the Commission. The option of offline application is available only to candidates residing in specified remote areas.

All offline applications to reach UPSC, by Post/Speed Post only is April 25, 2011. No application will be received by hand or by courier.

In case of any difficulty in obtaining application forms from the designated post offices, the candidates should contact the concerned Post Master or UPSC's "Forms Supply Monitoring Cell" over telephone.

BTER Rajasthan Pre Engineering Test on May 19, 2011

Jodhpur: The Board of Technical Education, Rajasthan has announced that the Rajasthan Pre Engineering Test (RPET) - 2011 will be conducted on May 19, 2011.

The test is conducted for admission to the first year of undergraduate programmes leading to Bachelor's degree in different disciplines of Engineering (B.Tech./B.E.) in various government aided and private unaided technical institution of Rajasthan for the academic session 2011-2012.

To be eligible for applying for the examination, the candidate is required to gave a minimum academic qualification of a pass with at least 50% marks with Physics and Mathematics as compulsory subjects and any on of the optional subjects that include chemistry, biotechnology, computer science and biology.

Candidates that would be appearing for the qualifying examination (10+2) in 2011 are also eligible to apply for the examination.

Only candidates whose date of birth falls on or after October 1, 1986 can apply for the exam. In the case of scheduled caste, scheduled tribe and physically handicapped candidates, the upper age limit has been relaxed by 5 years.

The application form along with all relevant material will be available for sale from March 23, 2011 from various branches of UCO Bank during banking hours. Forms are also available at Govt. Polytechnic College, Banswara and Govt. Engineering College, Jhalawar.

Students' stir disrupts exams at AMU

Aligarh: All important activities in the Aligarh Muslim University (AMU), including admissions and examinations, remained paralyzed on Tuesday on account of the forced locking of the central offices by the students' union a day earlier.

Vice Chancellor (VC) P.K. Abdul Azis constituted a committee to talk to the students' union, which locked the administrative block and registrar's office. But president of the union A.A. Farooqui rejected the offer.

Talking to the sources Farooqui said, "The VC is joking. Instead of agreeing to our one point demand to remove the proctor from his present post because he has failed miserably... the vice chancellor is only further compounding the issue."

Azis appealed to the students' union to unlock the administrative block comprising the finance office, controller of examinations and admissions office and all other administrative offices of the university and the proctor's Office so that the inconvenience caused to students and other stake holders could be avoided.

The VC held a review meeting of deans of faculties and principals of colleges to take stock of the alarming situation.

The meeting appointed a committee of deans and principals, who are members of the executive council, to interact with the office bearers of the students' union and others. IANS

Bangalore: Former Wipro executive Anurag Behar was on Tuesday appointed as the first vice-chancellor of the newly set up Azim Premji University (APU) by its chancellor and Wipro chairman Azim Premji.

Behar (42), who spearheaded Wipro Infrastructure Engineering division's remarkable growth, heads the Azim Premji Foundation (APF), a non-profit organization launched by Premji to contribute towards a just, equitable, humane and sustainable society.

During his decade-long association with Wipro, Behar was also involved in key strategic investment decisions in water and clean energy sectors.

"Behar was instrumental in making the engineering division number one in high precision hydraulic cylinders, as the business grew to $300 million in 2010 from $30 million in 2006," Premji said in a statement here.

The Bangalore-based university is being set-up with a view to educate and develop professionals of high caliber with commitment to social causes.

The APU will offer post graduation courses (MA) in education and development and masters in teacher education programmes from the new academic year beginning July.

The university will provide placement support for enriching careers in government, private sector, non-government organizations and multi-lateral agencies.

"The estimated annual demand for education and development professionals is about 300,000. The foundation will recruit about 4,000 professionals during the next four years," Premji said.

Selected candidates will get financial assistance, including scholarships and loans in all deserving cases. Special financial support will be given to working professionals, who gain admission, the statement added. IANS

Delhi govt announces Rs.1301 crore for education in budget

New Delhi: In the budget by the Delhi government that was announced on Tuesday for the financial year 2011-2012, the government has proposed an outlay of Rs.1301 crore for the education sector in the city. This amounts to about 9% of the total budget for the state.

The amount that has been allotted to education in the budget will be utilized for improving infrastructure in schools, recruiting more teachers for the successful implementation of the Right To Education (RTE) and providing more scholarships to students.

The education department of the Delhi government has decided to recruit 14,000 teaching staff for the implementation of the RTE. This teaching staff would include school principals, postgraduate teachers, trained graduate teachers, lab assistants, assistant teachers, computer science teachers and administrative staff.

The plans for the education sector that the government has also include building 30 new schools in the next fiscal budget of Rs.270 crore. The projects for the construction of 15 new school building that will cost around Rs.191 crore have already been approved. Project reports for the construction of the remaining 15 schools are still being prepared.

The amount of money that will remain will be spent on the establishment of new computer labs. The creation of additional infrastructural facilities in schools including 2678 classrooms, 1000 toilets and 470 water modules at a cost of Rs.1178 crore over the next three years have also been approved by the government.

The government has also announced a host of subsidies and scholarships that would help in retaining students and also motivate meritorious students to pursue higher education. The uniform subsidy that is available to students from classes 6 to 12 in government and government aided schools has been raised from Rs.700 to Rs.900 per annum from the current academic session of 2011-2012.

The government has also revised the Lal Bahadur Shastri Scholarship that is awarded to students of classes 7 to 12 who secure 80% and above marks and whose parental income is less than Rs.1 lakh per annum.

Former Central Board of Secondary Education (CBSE) chairman Ashok Ganguly has said that even though the government has made a high allocation for education in the current budget, it has failed to address the issue of quality teaching.

He said that there was a need for strong teacher training programmes in the state to ensure that there is quality education in classrooms. "The budget that has been announced by the government concentrates only on the infrastructural development of education and not on quality," he said.

IIT-Madras, Lafarge to launch cement research project

Chennai: The first joint project by French cement major Lafarge Group's research arm and the Indian Institute of Technology-Madras (IIT-M) is expected to kick start soon, an official said here on Wednesday.

Speaking to reporters, Revindra Gettu, professor at IIT-M's Department of Civil Engineering, said the research project will test the durability of concrete as a building material in different climatic conditions.

The cement major's research arm, Lafarge Research Centre, and IIT-M last year signed a Memorandum of Understanding, under which the IIT's civil engineering department set up a laboratory to carry out joint research programmes.

Lafarge Research Centre has funded the laboratory to the tune of Rs.1.5 crore over a period of three years.

According to Gettu, the tests will be conducted on concrete in different parts of India to identify the carbonation and its effects on concrete in different atmospheric conditions.

"Lafarge aims to improve the performance of concrete to address sustainable construction and global warming challenges. This is done through cutting-edge scientific research and forming partnerships with other institutes and organizations," said Pascal Casanova, head of Lafarge Group's Research and Development.

The French group has four cement plants in India - two in Chhattisgarh, and one grinding plant each in Jharkhand and West Bengal. Lafarge has also set up a gypsum plasterboard plant at Khushkhera in Rajasthan. IANS

Top colleges to award own degrees?

NEW DELHI: Top colleges in the country like St Stephen's in Delhi and St Xavier's in Kolkata may be allowed to give their own degrees if the recommendation of a committee set up by the HRD ministry is accepted.

The ministry has in fact set up a panel to create a roadmap for implementing the recommendations of the Madhav Menon committee about autonomy in higher education — which suggested that top colleges be allowed to give degrees — and reports by committee of vice-chancellors on issues like centralized admission test.

On the issue of colleges awarding degrees, sources said: "It all depends on what the HRD committee thinks." The panel consists of the special secretary, two additional secretaries, the joint secretary, higher eduction, chairpersons of the UGC and AICTE, and two members to be co-opted from the Menon and VCs' committee.

Earlier this month, the Menon panel had said there was a need for paradigm shift in the way higher education is conducted in the country. It said the office of the visitor for central universities be done away with. The powers of visitor — in most cases it is the President — should be vested with the chancellor of the central varsity. The committee also said that universities should review their functioning at the end of each decade. Already, the proposed National Commission for Higher Education and Research provides for review every 10 years.

The committee had also said that IIMs be turned into universities. It said on the lines of the IIT Council, a similar council of vice-chancellors of central universities should be constituted. It also said that the practice of appointing bureaucrats to university positions should be discouraged.

The committee of VCs of Central universities had recommended a common entrance test for admission in postgraduate courses and M Phil/PhD across the 42 such varsities. Another panel on Navratna Universities has recommended direct funding from the Centre, freedom to fix faculty salary and student fee, withholding increment to non-performers, etc

Management schools get interim relief with SC stay order

Chaturvedi is alternative president, Education Promotion Society of India, which along with the Association of Indian Management Schools, had petitioned the apex court against the notification. He says he is in possession of the minutes of the meeting held on 20 September 2010 when the controversial provisions were put on the table. Chaturvedi claims that the meeting was held and the crucial decision was taken "without a quorum".

Interestingly, the dearth of regulations in management education in India has been a cause for worry. According to figures provided by Career Launcher, a management test preparation company, there are approximately 3000 MBA colleges in India. "Very optimistically, only 150 of these provide quality education," says chairman and co-founder, Gautam Puri.

FICCI general secretary Dr Rajiv Kumar proposed a self-regulatory mechanism which can be adopted by management institutions at will. "It is just a beginning of an idea; an intermediate step to avoid both no regulation and over regulation," he says. However, with a wide disparity between demand and supply and countless sub-standard colleges, self-regulation doesn't actually seem to a viable option.

Consider this. According to KPMG, the total number of seats in top 40 B-schools is around 10,500. The number of seats available in the good ones is for less than 5% of the MBA applicants. An increasing awareness and the premium commanded by management students in the job market have led to spurt in demand for management education in India.

The number of students who took the common admission test ( CAT) conducted by the Indian Institutes of Management (IIMs) has been steadily rising till 2009, touching almost 2.5 lakh. After the test went online, the number went down in 2010 to approximately 1.86 lakh candidates. The number of Graduate Management Admission Test (for foreign MBA) applicants from India is also growing. In 2009, 30,633 Indians appeared for GMAT, a 128% increase in five years.

As is well known, the country's corporate sector wants MBA executives, even at the lower levels, to have an overall knowledge of the corporate world. But how to ensure students don't fall into swindlers' trap?

TV Mohandas Pai, board member and director-HR, education and research and administration at Infosys Technologies, offers some unique suggestions which go beyond self, over and under regulation.

"The AICTE can keep a watch on new institutions for the initial years. These and the old institutes can be regularly rated by an independent body like Crisil. To tackle the menace of high fees, AICTE can come up with scholarships." Looks like a workable suggestion indeed!

71 percent pass in first all India Bar exam

New Delhi: The 22,000 candidates who took the All India Bar Examination (AIBE) held on March 6, 71 per cent of them have come out successful, said Gopal Subramaniam, chairman of the Bar Council of India on Saturday.

This was the first time such an entry-level examination was held, to assess a candidate's capabilities as lawyer at the basic level and to set a minimum standard for admission to the practice of law. Only a pass in this examination will enable the advocate to practise the legal profession. It was held across 26 cities barring Chennai, where it was postponed following violence intended to disturb the examination.

The Chairman said that the results, declared ahead of the scheduled date of March 20, could be accessed on the BCI website [www.barcouncilofindia.org]. Candidates could get to know their individual result by typing in their roll number for the AIBE. The results were also being sent to the State Bar Councils across the country.

The pass percentage was just above 71%. It was nearly the same among men and women. Candidates who did not pass the test would be allowed to take the next AIBE, and the details of which would be provided shortly. For candidates in Chennai who could not take the test, the AIBE would be held in the city before month-end.
More than 22,000 lawyers had enrolled for the AIBE, which was held in 44 centres.

The Chairman said that he AIBE is a historic landmark for the legal profession in India. The high attendance and international standard processes and systems have built a useful benchmark for the way forward. However, it is only a first step; the results clearly prove that there are various systemic problems with legal education that need to be addressed quickly so that law students and legal professionals will have access to the skills and knowledge that will allow them to build successful practice and take forward the Indian legal profession.

Semester row stirs debate in English dept

New Delhi: The Post Graduate Committee of Courses (Honours) English rejected the semester system; on the other hand the Under Graduate Committee for BA (Programme) accepted it on Saturday. And thus it is set to go in different directions, it seems.

As many as 11 out of the 16 members rejected semesterisation in the honours course and nine out of 10 members passed it in BA (Programme).

A large number of serious academic arguments have been made against semesterisation to which there have not been any satisfactory responses by the university. In the light of the above, they feel that it will be unviable to introduce the semester system in undergraduate BA English (Honours), the resolution against passing the semester system said.
On the other hand, the committee for the BA Programme course accepted the semesterisation but on the condition that the university administration forms sub committees for the revision of the syllabus.

Members of the committee for the honours course also passed a resolution in the same meeting urging the university to initiate processes of consultation with the undergraduate teachers and arrive at a consensus on the pedagogic and academic aspects of the proposal.

University authorities, meanwhile, stated that the decision would be counter productive for honours students.
The general body meeting of the English department had earlier rejected the semester system by a large majority where out of 175 teachers only 12 had given their approval.

Vivek Suneja, pro-vice-chancellor, Delhi University said that it is unfortunate that honours students cannot accrue the advantages of the semester system. Students of BA (Programme) will have the advantage of studying in a forward looking system.

The members of the committee for the honours course also passed a resolution against the instruction of the registrar that demanded the names of the people who voted for or against the resolution.
Calling the action unconstitutional, the resolution stated that the committee feels that this new practice hampers free discussion and decision making on vital academic matters.

Earlier, teachers from various colleges were refused entry to the Faculty of Arts building where the meeting was taking place.

Last date for EWS admission now extended to May 10

New Delhi: The last date of admission for the Economically weaker section (EWS) students has been extended to May 10, by the Municipal corporation of Delhi on Thursday. Education committee chairman, Mahindra Nagpal said the decision to extent the last date, which previously stood at February 15, was extended for the benefit of parents who were unable to procure the documents required for the purpose. A child whose parents earn less than 1 lakh per annum and have been staying in Delhi for the last three years, comes under the EWS category.

The entrance examination will be held on March 28, 2011, Monday from 3:00 pm to l6:00 pm. There will be a total no. of 250 objective type multiple choice questions as per the lguideline of syllabus given in the appendix of this brochure. The UPPGMET-2011 will consists of a maximum of 500 marks. Minimum cut-off pass percentage of marks in UPPGMET-2011 shall be 50% (40% in case of SC/ST/OBC) and merit shall be determined on the basis of marks lsecured in UPPGMET-2011. There will be negative marks of 1/4 for each wrong answer. More than one answer marked in OMR answer sheet will also be considered as wrong lanswer. Only Black Ball Point Pen shall be used for answering on OMR answer sheet as per direction given in the OMR Sheet.

Inclusion of Bio-Technology

New Delhi: Central Board of Secondary Education (CBSE) has requested Medical Council of India (MCI) to consider Bio-technology as an eligible subject in the higher secondary stage in order to be eligible to appear in All India Pre-Medical Tech (AIPMT) for 15 per cent merit positions for the medical colleges of India. MCI has amended the 'Regulation on Graduate Medical Education, 1997' and the candidates who have opted for Bio-technology as an elective subject in place of Biology at +2 level are now eligible to appear in medical entrance examination.

This information was given by the Minister of State for Human Resource Development Dr. D. Purandeswari, in a written reply to a question, in the Lok Sabha today.

Proposals for Technical Colleges

New Delhi: The All India Council for Technical Education (AICTE) invites online proposals for opening of new institutions by various stakeholders including State Governments with different courses by a fixed cutoff date for a particular academic year. The approval is granted to the suitable proposals complying with the AICTE norms before the commencement of the Academic Year for which these proposals are received. Also, the Government has approved setting up of 20 new Indian Institute of Information Technology (IIITs) on PPP basis. Various State Governments have expressed willingness to set IIITs on PPP basis. The setting up of IIITs in a state would depend upon the response received from the State Governments and interest shown by industry. In additional to this, under the scheme of 'Sub-mission on Polytechnics under coordinated Action for Skill Development' the Government provides an one time financial assistance of upto 12.30 crore per polytechnic in phases to the state/UT Governments.

This information was given by the Minister of State for Human Resource Development Dr. D. Purandeswari, in a written reply to a question, in the Lok Sabha today.

IGNOU launches full-time MBA course

New Delhi: The Indira Gandhi National Open University (IGNOU) on Wednesday launched a two-year Master's course in Business Administration (MBA) programme in corporate governance, an official said.

"It will be taught by eminent management and corporate governance experts. A graduate in any discipline with a minimum of 50 percent marks from a recognised university or 45 percent for reserved category is eligible to apply," said the official.

The full-time course has been introduced under the aegis of IGNOU's Centre for Corporate Education, Training and Consultancy, added the official.

All the eligible applicants will be required to appear for a test, group discussion and a personal interview for final selection. The classes will commence from July.

"The MBA degree awarded by IGNOU is AICTE (All India Council Technical Education) recognised and will be taught with the theoretical concepts combined with relevant contemporary corporate exposure," the official said. IANS

IGNOU launches disability course for teachers

New Delhi: The Indira Gandhi National Open University (IGNOU) is planning to launch a short-term course to train teachers across the country in disability issues, an official said on Thursday.

"The cell would provide advanced training to teachers, who are already teaching disabled students. The three-month course will be offered under distance learning mode and will provide hands-on practical training and exposure, apart from theoretical input," the official said.

The new programme named 'Foundation Course on Education of Children with Disabilities' has been launched under the aegis of the National Centre for Disability Studies, IGNOU.

"Our 100 special study centres present in each state will also be used for this purpose. At present, the programme will be conducted in English and Hindi and by June 2011, it will be offered in nine regional languages," added the official. IANS

MCI to grade medical colleges

Mumbai: The options during admission broadly boil down to two for medical aspirants across India. Any public college which offers the MBBS degree at throw-away rates, is always their first preference is almost followed by the private colleges where education is a lot dearer.

But, which is the second best college among the government institutes in Maharashtra or Tamil Nadu or Karnataka? Making that choice will get a lot more hardboiled as the Medical Council of India (MCI) has decided to assess and grade their colleges. A student will now be able to make a tough call on whether to sign up at JIPMER, Puducherry, Christian Medical College, Vellore, or at the All India Institute of Medical Sciences.

Stemming the rot that has set in will not be easy. But improving quality of medical institutes is in sync with the larger framework that the MCI's vision document 2015 spells out: raising the bar for Indian healthcare to match the global standards.

The Council, which has so far been a college-recognizing and doctor-licencing body, is now looking at expanding its mandate. Dr Devi Shetty, a member of the MCI board of governors said that they want to see how they can improve the quality in medical education. To date, they just checked the faculty strength, infrastructure and looked at other parameters. But now, they need to see how to up the quality of the country's medical colleges.

The Vision-2015 document prescribes sweeping reforms for the under-graduate and post-graduate medical education programmes. The document aims at evolving strategies for the road ahead in an ever-expanding medical education sector that has not been able to focus on quality.

It is unclear if the MCI will make assessment mandatory or not, but Dr Shetty added that they are in the process of taking inputs from the NAAC and the National Accreditation Board for Hospitals & Healthcare Providers on the quality processes they need to develop.

So, from the quality of the curriculum to the patient inflow, from adopting new technology in teaching-learning to the quality of research carried out, the assessment process will consider all that before a college is graded. While the National Assessment and Accreditation Council, has graded some medical colleges of the country, not all the institutes are graded.

With the MCI rethinking the direction medical education should take, colleges will have to put the quality factor on steroids.

Last date for EWS admission now extended to May 10

New Delhi: The last date of admission for the Economically weaker section (EWS) students has been extended to May 10, by the Municipal corporation of Delhi on Thursday. Education committee chairman, Mahindra Nagpal said the decision to extent the last date, which previously stood at February 15, was extended for the benefit of parents who were unable to procure the documents required for the purpose. A child whose parents earn less than 1 lakh per annum and have been staying in Delhi for the last three years, comes under the EWS category.

Now, MCI to grade medical colleges

MUMBAI: For medical aspirants across India, the options during admission broadly boil down to two. Their first preference is almost any public college which offers the MBBS degree at throw-away rates, followed by the private colleges where education is a lot dearer.

But, which is the second best college among the government institutes in Maharashtra or Tamil Nadu or Karnataka? Making that choice will get a lot more hardboiled as the Medical Council of India (MCI) has decided to assess and grade their colleges. A student will now be able to make a tough call on whether to sign up at JIPMER, Puducherry, Christian Medical College, Vellore, or at the All India Institute of Medical Sciences.

The Council, which has so far been a college-recognising and doctor-licencing body, is now looking at expanding its mandate. "We want to see how we can improve the quality in medical education. To date, we just checked the faculty strength, infrastructure and looked at other parameters. Now, we need to see how to up the quality of the country's medical colleges," said Dr Devi Shetty, a member of the MCI board of governors.

Stemming the rot that has set in will not be easy. But improving quality of medical institutes is in sync with the larger framework that the MCI's vision document 2015 spells out: raising the bar for Indian healthcare to match the global standards.

The Vision-2015 document prescribes sweeping reforms for the under-graduate and post-graduate medical education programmes. The document aims at evolving strategies for the road ahead in an ever-expanding medical education sector that has not been able to focus on quality.

So, from the quality of the curriculum to the patient inflow, from adopting new technology in teaching-learning to the quality of research carried out, the assessment process will consider all that before a college is graded. While the National Assessment and Accreditation Council, has graded some medical colleges of the country, not all the institutes are graded.

It is unclear if the MCI will make assessment mandatory or not, but Dr Shetty added, "We are in the process of taking inputs from the NAAC and the National Accreditation Board for Hospitals & Healthcare Providers on the quality processes we need to develop."

With the MCI rethinking the direction medical education should take, colleges will have to put the quality factor on steroids.

Tareen on the norms for teachers to student ratio for various disciplines/programmes and teaching to non-teaching in Central Universities and UGC-maintained institutions deemed to be universities. The recommendations of the Committee are as under:

Bar council to upload budding lawyers' exam results

New Delhi: The Bar Council of India (BCI) on Monday told the Delhi High Court that it will place on its website the statement of marks for candidates who appeared in the All India Bar Examination (AIBE) held on March 6.

The examination tests the skills and basic knowledge of those aspiring to practice law.

Justice S. Muralidhar was hearing a petition filed by Anoop Prakash Awasthi, who pleaded for uploading the exam result on the BCI website.

"The BCI has decided to place on its website the statement of marks in respect of the candidates who sat for the AIBE on March 6," said the bar council.

Any law student graduating in academic year 2009-10 or later is required to appear in the AIBE (after enrolment as an advocate) in order to practice law.

This is the first time that a qualification examination for practicing law in India has been put in place and successfully conducted.

More than 22,000 law graduates had enrolled for the AIBE held on March 6 across 27 cities and 44 different test venues. IANS

Delhi govt to put aside Rs.1222 crore for education

New Delhi: The Delhi government might make a provision of around Rs.1200 crore for education in the budget for the financial year 2011-12. The money that will be allocated for education this year is expected to be higher than that of the previous years by 15%-20%.

The Delhi state government is setting aside the amount for education as it needs to implement the Right To Education (RTE) on all private as well as government schools and hence needs enough money for the purpose.

Apart from allocating the high amount for education, the government has also decided to recruit 10,000 trained school teachers in the next few months.

A senior Delhi government official said that the government needed to hire a large number of teachers to ensure that the RTE is implemented at all government schools in its true spirit apart from reimbursing the money to private schools that will be spent on free education for children from economically weaker sections (EWS).

While presenting the budget in the Delhi Assembly on March 22, sources have said that Chief Minister Sheila Dikshit may also announce the hiring of school teachers and emphasize upon the education sector.

Earlier, Rs.1032 crore had been allocated for education by the government for the year 2009-2010 and Rs.1122 crore for the year 2010-2011. Senior government officials have said that that the budget allocation for the current year may be around Rs.1222 crore.

As the government had made it mandatory for schools to reserve 25% of its seats for students from economically weaker sections, the government will be providing free education to around 50,000 students.

An official from the education department said that the implementation of the RTE would include compensating the schools for the free education provided to students from economically weaker sections as well as recruiting 10,000 teachers.

This would mean that the government will have to work towards upgrading the infrastructure of schools.

Private schools that have been built on private land will also be reimbursed the money spent on education for students from economically weaker sections.

Delhi will be the first state to implement the Act. Officials have alleged that the implementation of the act will place a huge financial burden upon the state. The central and the state governments will be sharing the funds in the ratio of 55:45.
