IGNOU Announced Eight New Programmes on Sustainable Development

IGNOU announced the launch of eight new programmes under the Chair for Sustainable Development at the IGNOU Main campus, today. These include programmes on Sustainability Science, Climate Change, Population and Sustainable Development, Biodiversity, Wetland Management, Sustainable Management of Ganga, Himalayan ecosystem and Sustainability Audit. Prof. Swaminathan was speaking at the launch of his book, “Science and Sustainable Food Security” published by the World Scientific and IISc Press at a book release function organized by the IGNOU Chair for Sustainable Development, today.

Dedicated to Dr. Norman Borlaug, who along with Prof. Swaminathan was at the forefront of the scientific achievements that led to the Green Revolution, ‘Science and Sustainable Food Security’ provides a roadmap for achieving sustainable agricultural advance and food security in an era of climate change and global economic melt-down.
The book showcases a number of methods of linking ecological security with livelihood security, and provides a scientific basis for entering an era of bio- happiness based on the sustainable and equitable use of biodiversity. It also describes the methods of adaptation to the impact of global warming.
Through the Chair for Sustainable Development , IGNOU is disseminating awareness and know-how to a wide spectrum of scientists, environmentalists, administrators, social scientists, policy makers and enlightened corporate sectors on the urgent need to put sustainability in the centre of all their endeavours. It is also promoting Sustainable Development with a global spirit of “Our Common Future”, to rescue planet Earth from the brink of collapse.

India planning to launch 10 satellites in a year

New Delhi: The Indian Space Research Organisation (ISRO) is planning to launch 10 satellites in a year to better communication network and improve disaster management, the government revealed on Wednesday.

"ISRO is planning to launch 10 satellites in a year. The actual number of satellites to be launched will be decided based on national developmental priorities," Science and Technology Minister Prithviraj Chavan said in the Lok Sabha.

"The aims and objectives of these satellites include natural resources management, augmenting the communications infrastructure, satellite navigation, disaster management support, space science research and planetary exploration," the minister added.

He said the action plan of the department in this context will include augmenting the technical infrastructure within ISRO and enhancing the production capabilities in the Indian industry in the 12th Five-Year Plan period (2012-17) to meet projected demand. IANS

BCI up with entry level exam for aspiring lawyers

New Delhi: The Bar Council of India (BCI), the regulator for the legal profession in the country, has recently come up with a directive making it mandatory for the law degree graduates to undergo an entry level exam before actually practicing it.

It is from this September that the aspiring lawyers would have to first appear for the examination before donning that black robe.

In its recommendation, the Directorate of Legal Education set up by the BCI stated that, "The Directorate has initiated steps to conduct a qualifying bar examination in August-September 2010 to ensure maintenance of standards in the legal profession. Framing appropriate rules for the smooth conduction of the exam is being done."

Confirming the move, Directorate chief, professor V. B. Coutinho said that, "We hope to implement the decision within next four months while the announcement is expected anytime."

The move towards maintaining standards while imparting legal education came with the suggestions provided by the Supreme Court asking the BCI to take care of the level of the legal education and the profession.

Last year, a three member panel was formed by the SC to look into the issue.

Solicitor General, Gopal Subramaniam, elected the BCI chairman this month, is keen to start the exam.

The government too has thrown its weight behind the BCI.

According to a blue print approved by the Union Cabinet in December, "The Advocates Act, 1961, may need to be re-visited in consultation with the senior member of the Bar to consider reintroduction of mandatory apprenticeship and introduction of a qualifying exam ...before admission to the bar."

For getting registered as a lawyer, an aspirant presently has to have a law degree from a recognised university or a law institute after which the respective state bar councils affiliated to the BCI grant licences.

According to the latest figures, there are over 10 lakh registered lawyers with the BCI.

Unlike the Dissertation Fellowship and the Postdoctoral Fellowship, which are designed for academic research, the Democracy and Human Rights Service Fellowship is not limited to academic research. Those applicants who are interested in pursuing projects with a more practical focus are strongly encouraged to apply for this fellowship.

Democracy and Human Rights Service Fellows may reside in Taiwan for up to one year to engage in projects designed to promote Taiwan’s democratic and human rights development. Applicants are encouraged to form relationships with organizations and institutions dealing with democracy and human rights issues based in Taiwan. The TFD hopes that Democracy and Human Rights Fellows can both make substantial contributions to democracy and human rights in Taiwan and take valuable knowledge with them back to their own countries.

Eligibility: Democracy and Human Rights Service Fellowship applicants should possess an MA or equivalent in a field relevant to the proposed project at the time of application, as well as have at least two years of relevant work experience. BUNDELKHAND UNIVERSITY – GMRBC CONFERENCE 2010

The Bundelkhand craton lies in the northern part of Indian shield. It is separated from central Indian craton by Son-Narmada faults in south, Aravalli Group of rocks by Great Boundary Fault in the west and from fore – deep basin of Himalaya by Yamuna Fault in the north. The craton consists of five major geological divisions : (1) Bundelkhand massif, (2) Early Proterozoic sedimentary basins (Bijawar and Gwalior Groups), (3) Middle to Late Proterozoic sedimentary basins (Vindhyan Supergroup), (4) Malwa/Deccan Trap with inter- and intra-trappean sedimentaries, and (5) Quaternary deposits of marginal alluvium plain.

The Bundelkhand massif is indeed a nucleus that is known as a granite-gneiss terrain. It comprises of granitoids of different episodes, low to high-grade metamorphics of pelitic, psammatic, mafic and ultramafic rocks, quartz reefs and mafic dykes and swarms. Initially, the Bundelkhand massif was included with the Aravalli craton and its geological evolution was tentatively described with rocks of BGC/Aravalli. In the last two decades, however, the geochronological data of 3,500 to 3,200 Ma for the gneisses of Bundelkhand from several places and their petrological study in light of recent researches have indicated that Bundelkhand region is a separate nuclei in the northern part of Indian shield which evolved and developed independently in the Archean times like other cratons of the Indian shield viz. Dharwar, Bastar, Rajasthan, Singhbhum. The geological aspects and geo-resources of Bundelkhand remain least satisfactorily studied among all the other cratonic blocks of Indian shield.
Abstract Submission: The extended abstracts (including figures) of all plenary lectures, oral and poster contributions will be published in the Seminar Volume of Abstracts. The manuscript should be submitted preferably via electronic mail as an attachment file in word document (Times new roman, 12 Pt. font size, single spacing) to the Convener/Organizing Secretary, GMRB-2010 by 20th September, 2010. Authors should ensure that the abstract is technically and grammatically free of errors. It is proposed to publish the selected papers in a special issue of the “Journal of Economic Geology and Georesource Management” after peer-reviews.

Petition seeks stay on declaring IIT entrance result

New Delhi: Citing an error, a Non-Government Organisation (NGO) has approached the Delhi High Court seeking a stay on the publication of the result of Indian Institute of Technology (IIT) entrance exam held on April 11.

The petition has also sought a fresh entrance test. It is likely to come up in court on Tuesday.

Raising the issue of an error in the instructions for examinees who took the IIT Joint Entrance Examination (IIT-JEE) in Hindi, the NGO filed the Public Interest Litigation (PIL) on Saturday.

"In the interest of justice, the court may pass an interim order or stay directing the respondent (IIT) not to announce the result in the meantime, till the pendency of the writ petition," the PIL said.

"Due to the error, students who took the entrance exam in Hindi suffered a blow in more than one way," M. Shakeel Khan, counsel for the NGO told the sources.

Chairman of the IIT-JEE, T.S. Natarajan has denied any plan to re-conduct the entrance examination.

Andhra University exams to be on April 28

Visakhapatnam: The Andhra University School of Distance Education (AU SDE) examinations for the courses B.A., B. Com. and B.Sc. are scheduled to be held on April 28 at various centres. The timings would be from 9 p.m. to 12 noon for I year and from 2 p.m. to 5 p.m. for II year.

P. Hrushikesava Rao, Director of AU SDE has said that there would be some changes regarding examination centres.

Candidates who have opted for ES Chaitanya Degree College in Srikakulam as their centre have been advised to collect their hall tickets and write the examination at Government Degree College for Men. Those who have opted for MR College for Women in Vizianagaram must collect their hall tickets and write the examination at MR College for Men, Vizianagaram.

Also, candidates who opted for Vidyardhi College, Jail Road in Visakhapatnam have been told to collect their hall tickets and appear for their examination at Vidyardhi Degree College, II floor of Vagdevi School, Akkayyapalem 80 ft. road, Visakhapatnam.

HYDERABAD – PGDAEM ADMISSION 2010 – NIAEM

National Institute of Agricultural Extension Management (MANAGE) launches the Post Graduate Diploma in Agricultural Extension Management in the academic year 2007-08 especially for the public extension functionaries in distance learning mode. The programme is sponsored by Dept. of Agriculture and Cooperation, Ministry of Agriculture, Govt. of India. In the first phase, the programme would cover extension personnel from the districts where Agricultural Technology Management Agencies (ATMAs) have already been established and functioning effectively.

Objective:
* To enhance the techno-managerial competence of extension functionaries
* To acquaint the extension functionaries on the latest developments in the field of agricultural extension
* To equip the extension functionaries in latest tools and techniques for participatory decision making
* To develop an insight into various extension models to enrich the agri – value chain.
Eligibility:
The Diploma is open for the extension functionaries graduated in agriculture and allied areas and currently employed in the state / central / UT’s Govts. A minimum five years of work experience in the field of agricultural extension. Relaxable in case of deserving cases. Preferable age limit is up to 45 years. However, it is relaxable in exceptional cases. Candidates working in Agri-Business Companies, NGOs, Cooperatives and other private sector are also eligible on self-financing basis.

Selection Procedure: The candidates for admission in the Diploma course will be identified and selected by concerned ATMAs following the prescribed criteria. The application of selected candidates must be forwarded through the State Nodal Officer. The admission to the Diploma Programme is made once in a year. Last date for receiving the names of selected candidates from State Nodal Officer is 30th November.

Duration: The duration of the programme is of one-year, spread over in two Semesters with 32 credit loads, each credit load is equal to 30 work hours. In each Semester contact classes will be held at SAMETI / an identified institute.

Fee Details: A provision is made in the revised cafeteria of State Extension Work Plan (SEWP) to meet the expenses for the Post Graduate Diploma in Agricultural Extension Management (PGDAEM). This programme has been included in the State level innovative activity with a cost norm of Rs.15,000 per candidate and an annual ceiling of Rs.3.75 Lakh @ 25 candidates per ATMA district. For NGOs and private sectors the fee will be Rs. 25000/- to be paid by the sponsoring agency in the form of Demand Draft in favour of “MANAGE” payable at Hyderabad.

While most countries in the world have claimed that they have moved on to adopting democracy as their system of governance, most have fallen short when it comes to the real and complete empowerment of all sections of their societies. IGNOU hosts convocation to award Indian Army officers

New Delhi: Convocation function for award of Indira Gandhi National Open University (IGNOU) degree to Personnel Below Officer's Rank (PBOR) of Indian Army was conducted at Defence Research and Development Organization (DRDO) Bhawan today.

The chief guest of the function was Lieutenant General Mukesh Sabharwal, PVSM, AVSM,VSM, Adjutant General, Indian Army and V.N. Rajasekharan Pillai, Vice Chancellor IGNOU and the Guest of Honour was Lieutenant General V.K. Chaturvedi, AVSM, SM, Director General (Manpower Planning & Personnel Services).

The function was also attended by the Lieutenant General P Mohapatra, AVSM, ADC, Signal Officer-in-Chief & Senior Colonel Commandant, Corps of Signals, Major General SP Kochhar, AVSM, SM,VSM, Additional Director General Personnel Services, and Col Commandant Corps of Signals Brig S.K. Pillai, VSM at Commandant Community College, 1 Signal Training Centre.

The government, vide Department of Personnel and Training (DOP&T) Office Memorandum No 15012/8/82-Estt(D) dated February 12, 1986 stipulated that matriculate PBOR of Indian Army, who have completed 15 Years of service will be eligible for employment in group 'C' & 'D' jobs in the government where graduation is an essential requirement.

However, the number of vacancies that come up in government agencies where the above stipulation can be applied is very less.

Most institutions or establishments in the private sector or public domain insist on mark sheet and certificates, provision for which do not exist in the government order dated mentioned above.

So a need was felt to bridge this gap and empower PBOR of Indian Army by arming them with the requisite diploma / degree based on the 'in service training' undergone by the PBOR right through his service career.

Thus, project 'Gyandeep' was launched based on a Memorandum of Understanding (MoU) signed between the Army and IGNOU on September 4, 2009.

The project was dedicated to the nation by the President of India on November 19, 2009.

The aim of the project is to confer educational certification to PBOR of the Indian Army by according recognition to the "in service" training carried out by individuals during the entire span of their service career.

The aim is also to empower all PBOR by arming them with a diploma/degree so as to facilitate a second career post retirement. This programme has the potential to transform the post-retirement life of soldiers by equipping them with a formal qualification and preparing them for competitive job avenues.

"PBOR who wish to register for award of diploma/degree can do so through their respective Regimental Centres, all of which have been registered as Army-IGNOU Community Colleges with the university," said an official press release.

These community colleges will function as autonomous institutes in instituting academic, training and administrative responsibilities etc and at any time will not seek affiliation to IGNOU.

The community colleges will identify academic programmes to be offered to the community of soldiers for this program on the basis of a need analysis of the local job requirements and opportunities and incorporate these findings into the curriculum, and if so required, take assistance from IGNOU in identifying such academic programmes.

The community colleges will abide by the norms and guidelines defined for the scheme by IGNOU, whereby the university has the sole authority for modifying the terms and conditions of the community college scheme.

Project Gyandeep will be a win-win scenario for all stakeholders:

UPSC announces Engineering Services Exam 2009 result

New Delhi: The Union Public Service Commission (UPSC) has announced the results of the Engineering Services Examination, 2009.

The examination for these services was held in June 2009 and the interviews for Personality Test held in February - March 2009.

A total of 469 candidates have been recommended for the appointment.

Of these, 205 candidates are in Civil Engineering Group,130 in Mechanical Engineering Group, 59 in Electrical Engineering Group and 75 are in Electronics & Telecommunication Engineering Group. They include 202 General, 144 Other Backward Classes, 78 Scheduled Castes and 45 Scheduled Tribes (including 10 candidates belonging to Physically Handicapped category) candidates.

Appointments will be made according to the number of vacancies available and keeping in view the amended Rules and with due consideration to the provisions contained in Rule 5(b) and 16 of the rules for the examination relating to restrictions on the eligibility of candidates admitted to the examination under age concession and allotment of candidates to various services according to ranks obtained and preference of services expressed by them.

Karnataka's PUC, SSLC results in May

Chikmagalur: Ganesh Karnik, Member of Legislative Council (MLC), has announced that the results of the Pre-University Course (PUC) examinations would be announced on May 10 and those of the Senior Secondary Leaving Certificate (SSLC) examinations would be announced on May 20.

Karnik spoke to the press on Monday and said that the Chief Minister had assured that contract teachers whose services had been regularised after seven years would not be asked to return the money as their wages were based on notional fixation.

Expressing satisfaction for most of the teacher vacancies being filled, Karnik said that he regretted that there was a huge difference between the salaries of PUC lecturers and first grade college lecturers.

It was also announced by Mr. Karnik that discussions to provide health insurance to aided school teachers were being held with insurance companies as the teachers had not been receiving medical allowance or reimbursements.

"A comprehensive insurance policy is currently being discussed, which includes the government bearing 50 percent of the premium."

Bharathidasan University to offer 4-year B.S. course

Tiruchi: Bharathidasan University has announced to introduce four-year Bachelors in Science programmes through its departments and affiliated art and science colleges.

The courses are planned to begin from the academic year 2010-11.

The idea, which had gained the approval from the University Grants Commission (UGC), would be also unique as the university is the first to offer UG programmes through its departments.

The B.S. courses that will be offered by the university departments include Computer Science, Biotechnology, Bioinformatics and Geoscience with a maximum intake of 20 students per course.

Vice Chancellor of the varsity, M. Ponnavaikko has said that in addition to the above courses, colleges that are affiliated with the university will also be allowed to offer B. S. in Electronics, and admit a maximum of 40 students for each course.

The university has already received applications from private and self-financing colleges to offer the courses and some of them are now being considered.

The VC announced that the university had approached the Association of Indian Universities and Anna University (Tamil Nadu) to consider these courses as equivalent to B.E. and B.Tech programmes.

This move would allow students of B.S. to further pursue M.Tech or M.E. courses offered by other universities.

NATIONAL POWER TRAINING INSTITUTE – PGDTPPE ADMISSION 2010 – MAHARASHTRA

National Power Training Institute (NPTI) has been set up by the Government of India under the Ministry of Power, to function as the National Apex Body for Human Resources Development of Indian Power Sector. Selection Criteria: The admission to this PG Diploma will be done by NPTI Nagpur on the basis of merit based on common entrance test (CET) followed by counseling at NPTI Nagpur. CET will be held on 20.06.2010 at 8 centres i.e. Delhi, Nagpur, Bangalore, Durgapur, Faridabad, Guwahati, Nangal and Neyveli. A candidate who is allotted a seat during counseling will be required to pay the 1st installment of fee (Rs 30,000/- for non sponsored candidate and Rs 40,000/- for sponsored candidate) immediately without which the admission will not be confirmed. The payment of fees is only through demand draft in favour of NPTI Nagpur. No other mode of payment is acceptable.
Common Entrance Test: The duration of CET will be 150 minutes. The question paper will consist of multiple-choice objective questions. Each correct answer will be worth two (2) marks. Incorrect answer will result in negative marking worth half (1/2) a mark.

Age limit: For the non sponsored candidates maximum age limit as on 31.08.2010 is 30 years. However, there is no age limit for the sponsored candidates. Relaxation to the reserved category candidate is as per govt of India norms.

DELHI – MBF ADMISSION 2010 – INDIAN INSTITUTE OF FINANCE

MBF is a specialised program in Finance. The program has 33 out of 36 papers with core finance focus. It is the only program in finance in the country with curricula at par with MBA of international standards, based on international experience and the needs of Indian industry. Malaysian state grants 5.2 USD for Tamil schools

Kuala Lumpur: Malaysia's Selangor state has set aside an additional $5.2 million for the development of 97 Tamil schools in the next five years, executive councilor Xavier Jayakumar announced on Friday.

Twelve new kindergartens would also be built within Tamil schools this year, Tamil daily Makkal Osai quoted Jayakumar, himself an ethnic Indian, as saying.

He said the state had so far granted $1.24 million (RM 4 million) to Tamil schools with about $122,690 (RM 522,000) distributed through parent-teacher associations.

He said that last year, 15 new kindergartens were built in 10 Tamil schools.

Jayakumar said that a site had also been identified in Taman Sentosa, Klang, to build another Tamil school.

Tamils form a bulk of the ethnic Indian population of 1.7 million that form seven percent of Malaysia's multi racial population. IANS

New Delhi: Delhi Technological University (DTU), formerly Delhi College of Engineering (DCE), will be admitting students for its 14 full-time B.Tech programs, on the basis of merit rank of All India Engineering Entrance Examination (AIEEE) - 2010 to be conducted by the Central Board of Secondary Education (CBSE) on April 25.

The undergraduate engineering (B. Tech.) courses at DTU are available in the disciplines of Electronics and Communication Engineering, Computer Engineering, Electrical Engineering, Mechanical Engineering, Civil Engineering, Production and Industrial Engineering, Environmental Engineering, Polymer Science and Chemical Technology, Information Technology, Bio-Technology, Software Engineering, Engineering Physics, Automobile Engineering, and Electrical and Electronics Engineering.

"The combined intake of these programs is 910. 85 percent of seats at the university are reserved for Delhi candidates (those who have passed the qualifying examination from a school in the National Capital Region of Delhi) and 15 percent seats are under All-India quota. DTU shall conduct its own counselling for admitting students in these courses," said an official press release from the university.

BHU – MBBS/BDS/BAMS/B.PHARM ADMISSION 2010 – VARANASI

The Banaras Hindu University will hold All India COMPETITIVE WRITTEN TEST for admission to MBBS course (84 seats) in TWO stages: PMT-2010 SCREENING and PMT-2010 MAIN, and for BDS (38 seats), BAMS (78 seats) and B. Pharm. (33 seats) courses in ONE stage: PMT-2010 Screening. PMT-2010 SCREENING shall be held on Wednesday, the 12th May 2010 at Varanasi, Delhi, Kolkata, and Hyderabad Centres, to screen candidates for eligibility to appear in PMT-2010 MAIN examination for MBBS course which will be held on Sunday, the 13th June 2010 at Varanasi Centre only. For BDS/BAMS/B.Pharm. courses, candidates will be selected on the basis of their merit in the PMT-2010 SCREENING only.

Eligibility: Passed Intermediate, 10+2 or equivalent examination in English, Physics, Chemistry and Biology (Zoology + Botany) taken together; (i) For MBBS/BDS/BAMS – a minimum of 50% for General, OBC and respective PC candidates and 40% aggregate marks for SC/ST and respective PC candidates; (ii) For B.Pharm. – a minimum of 60% marks for General, OBC and respective PC candidates and 55% aggregate marks for SC/ST and respective PC candidates. Candidates appearing in qualifying examination may also apply.
Seats Distribution: M.B.B.S.(84 seats) : General – 42; OBC – 23; SC – 13 and ST – 6; BDS (38 seats): General – 19; OBC – 10; SC – 6 and ST – 3; BAMS (78 seats) : General – 36; Foreign National – 3; OBC – 21; SC – 12 and ST – 6; B.Pharm. (33 seats): General – 17; OBC – 9; SC – 5 and ST – 2. Three percent seats are reserved for Physically Challenged (PC) candidates in all the categories of the above courses.

Age: Completed 17 years but not crossed 25 years as on 31st December, 2010 (Candidates born after 1st January, 1994 and on or before 31st December, 1985 need not apply).

How to Apply : Application form duly completed must be sent through Registered Post so as to reach THE DIRECTOR (PMT CELL), INSTITUTE OF MEDICAL SCIENCES, BANARAS HINDU UNIVERSITY, VARANASI-221 005 latest by TUESDAY, the 9th March 2010 till 5.00 PM. Application forms received after the last date shall not be accepted. Foreign Nationals are not required to appear in the PMT examination for MBBS/BAMS course. They may seek admission through the Ministry of External Affairs, Govt. of India, New Delhi, as per the rules laid down for the purpose and their nomination must reach by Thursday, the 15th July 2010.

NEW DELHI – B.TECH ADMISSION 2010 – DTU

Delhi Technological University (DTU), formerly Delhi College of Engineering, has announced the admissions for its B.Tech. Part-Time programs in Civil, Electrical, Mechanical, and Electronics & Communication Engineering, with an intake of 32 each (total 128 seats on offer) for the 2010-11 academic session. The part-time courses are of four years duration, where classes are held six days a week in the evenings from 6 pm to 9 pm. These courses are meant for practicing Diploma engineers, working in the NCT of Delhi.

Eligibility: The admissions will be made on the basis of entrance examination, which will be conducted by the University on June 20, 2010. Those who have passed State Diploma Examination in Engineering of three years with a minimum aggregate of 55% marks (45% for SC/ST candidates) and have served for a period of not less than one year as on October 1, 2010 in an established engineering works/ organization, located in the NCT of Delhi and contiguous industrial areas shall be eligible to appear in the entrance examination.
Application Procedure: Candidates desirous of obtaining the Information Bulletin by post should send their request to the Deputy Co-ordinator (Admn.), B.Tech. (Part-Time) Office, Room No. FW1-FF4, Electrical Engineering Department, Delhi Technological University (formerly Delhi College of Engineering), Bawana Road, Delhi-110042 enclosing herewith a self-addressed envelope (of 25 cm x18 cm) and a crossed Bank Draft/ Pay Order for Rs 800 from State Bank of India. BHU – B.Sc NURSING & B.PHARMA ADMISSION TEST 2010 – VARANASI

Applications are invited for the course of B.Sc Nursing in the College of Nursing at Institute of Medical Sciences, B.H.U., Varanasi & B. Pharm (Ay.) at The Rajiv Gandhi South Campus, Barkacha, Mirzapur Dist., under Institute of Medical Sciences, BHU, Varanasi.

Eligibility: Intermediate 10+2 OR equivalent from the recognized board/university with Science (Physics, Chemistry, Biology) & English with minimum 50% aggregate marks (PCBE) for General/OBC category and 40% for SC/ST category.
